(Baonghean.vn) - Nghe An Provincial People's Committee has just issued Official Dispatch No. 10/CD-UBND dated April 22, 2022 on serving people's travel needs and ensuring traffic safety and order during the April 30 - May 1 holidays.
The 4-day April 30-May 1 holiday this year (from April 30 to May 3, 2022) is expected to see a sharp increase in traffic volume, especially on key routes, locations and tourist attractions in the province. Promote propaganda and dissemination of laws on traffic safety and order, provide guidance on safe traffic participation skills and knowledge on Covid-19 prevention when participating in traffic for people.
The press agencies regularly update the situation of traffic accidents, traffic jams, and information to support travel instructions during the holidays. Persistently encourage people to comply with the law "If you drink alcohol - do not drive", "Do not use the phone while driving", "Wear a standard helmet when riding a motorbike, motorbike, electric bicycle", "Wear a seat belt when sitting in a car".
Focus on propaganda to warn about traffic accidents due to alcohol violations, drowning at beaches, rivers, streams, hydroelectric reservoirs, etc.; strictly implement 5K to prevent and fight Covid-19. Coordinate to announce hotline numbers on traffic safety of functional agencies and localities on mass media.
Department of Transport:
Directing the strengthening of plans to ensure capacity, quality and safety for passenger and cargo transport activities, especially passenger transport services; arranging vehicles to transfer passengers when detecting vehicles carrying more than the prescribed number of people; requiring transport businesses; major traffic hubs (bus stations, train stations, airports, etc.) to implement legal regulations on ensuring traffic safety. Promoting the application of electronic ticket sales, improving service quality, publicly posting ticket prices by route, time and type of service; implementing regulations on Covid-19 prevention and control.

Direct the inspection, review, repair and supplement of traffic signs, especially at intersections, road sections with steep slopes, narrow curves, and limited visibility; increase the force to organize and ensure traffic, reasonable traffic flow, and guide vehicles to move safely and smoothly; take timely remedial measures when incidents and accidents occur, especially on key traffic routes, areas with high risk of congestion, and tourist areas. Strengthen measures to ensure traffic safety at intersections between roads and railways; intersections between secondary roads and main roads and of passenger waterway vehicles. Speed up the handling of black spots and potential traffic accident spots on the traffic infrastructure network.
At the same time, direct the Traffic Inspectorate to coordinate with the Police forces to develop a plan to organize traffic flow; arrange forces to be on duty regularly in complex traffic areas to have measures to regulate and clear traffic in a timely manner, avoiding traffic jams. Coordinate with the People's Committees of districts, cities and towns to organize the clearing of violations of traffic safety corridors.
Direct construction units on sections and routes that are both under construction and in operation to implement measures to ensure traffic order and safety, guide vehicles to move safely to avoid traffic jams or traffic accidents; arrange adequate traffic lights and signs, and smooth connections in areas that have not been completed to ensure smooth and safe traffic.
Coordinate with local authorities at all levels to strengthen the management of waterway safety at river crossings and tourist attractions. Firmly decide to only operate illegal inland waterway crossings, vehicles that do not ensure safety conditions or do not use life-saving equipment. Actively propagate, mobilize and remind passengers to use life jackets and flotation devices when crossing rivers by boat or ferry.

Provincial Police:
Directing the strengthening of forces to ensure traffic order and safety during the holidays; focusing on patrolling, controlling, and strictly handling violations of traffic order and safety on roads, railways, and waterways; paying attention to serious violations that are direct causes of traffic accidents and traffic jams.
Typical violations include speeding, alcohol and drug levels, continuous driving time violations, speeding, driving on the wrong side of the road, road construction, driving in the wrong direction, avoiding and overtaking in violation of regulations, vehicles that have expired, vehicles that have expired inspection, carrying more people than prescribed, illegal fare increases; violations when crossing a level crossing; water vehicles carrying more than the safe waterline; unregistered and uninspected vehicles, vehicles that do not ensure technical safety, and vehicles that are not equipped with life-saving or anti-sink equipment...

The Provincial People's Committee also requested the Provincial Police to direct the Traffic Police Department to synthesize and report on the daily traffic order and safety situation (before 10:00 a.m.) and synthesize reports during the 4-day holiday of April 30 and May 1 (from April 30 to May 3, 2022) to report before 11:00 a.m. on May 3, 2022 to the Provincial Traffic Safety Committee for synthesis and reporting to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.

The Provincial People's Committee requests to announce the hotline number on ensuring traffic order and safety of the Provincial Traffic Safety Committee and of functional departments, branches, People's Committees of districts, cities and towns on mass media to receive people's feedback during the holidays; urge agencies, units and localities to ensure a 24/7 response plan to receive information, promptly resolve and handle arising incidents.

Regularly monitor, inspect and urge relevant sectors and People's Committees of districts, cities and towns to seriously and effectively implement this Official Dispatch; at the end of the holiday, summarize the implementation results and report to the National Traffic Safety Committee and the Provincial People's Committee according to regulations. Report to the Provincial People's Committee and the National Traffic Safety Committee on the situation of ensuring traffic order and safety daily (before 10:00 a.m.) and summarize the report during the 4-day holiday of April 30 and May 1 (from April 30 to May 3, 2022) before 3:00 p.m. on May 3, 2022 according to regulations.

Department of Education and Training:Direct schools to strengthen propaganda and education to raise awareness of law compliance for students before the holiday, especially measures to prevent traffic accidents and drowning among students.
The Provincial People's Committee also requests the People's Committees of districts, cities and towns:
Strengthen security and order at major traffic hubs, shopping, entertainment, and dining areas, and major tourist and festival sites. Suspend illegal bus stations, vehicles that do not meet technical safety standards, do not have life-saving equipment, anti-sink devices, or carry more people than the prescribed number at bus stations and ferry terminals. Take measures to prevent traffic accidents at steep passes, residential roads, railway crossings, ferry terminals, hydroelectric reservoirs, and tourist sites. Strictly handle violations, especially violations of speed, alcohol and drug concentrations, carrying more people than the prescribed number, and illegally increasing ticket prices.

Continue to promote propaganda activities to raise awareness of voluntary compliance with the law and measures to prevent traffic accidents; do not drive under the influence of alcohol; voluntarily dismantle works encroaching on roads and sidewalks, violating traffic safety corridors.
At the same time, strengthen inspection, review, supplement and repair of traffic signs, traffic lights, and traffic safety equipment to facilitate traffic participants; clear trees to expand the vision of drivers, signs, and areas at intersections and priority roads. Reorganize traffic to ensure scientific and reasonable traffic, ensure traffic, guide vehicles to move safely, avoid traffic jams, and take timely remedial measures when incidents occur.
For localities with operating ferry terminals, it is necessary to arrange forces on duty to regularly check to prevent the situation of carrying more people than the prescribed number at key ferry terminals; supplement life-saving equipment, monitor the use of life-saving equipment when traveling by ferry; localities where tourism activities take place need to focus on directing and mobilizing local forces to strengthen the implementation of solutions to ensure security, order, and traffic safety, and prevent traffic accidents.
