Nghe An Provincial People's Committee directs to speed up site clearance for National Highway 7 upgrade project

(Baonghean.vn) - Due to the delay in site clearance to hand over to the construction unit of the National Highway 7 upgrading and renovation project in some localities, the People's Committee of Nghe An province has just issued an official dispatch to continue urging and directing to ensure the progress of the project.

Project to renovate and upgrade National Highway 7, section Km0-Km36, and handle landslides caused by storms and floods, section Khe Thoi - Nam Canapproved by the Ministry of Transport in Decision No. 333/QD-BGTVT dated March 18, 2022, with a total investment of more than 1,300 billion VND. Of which, the upgraded and renovated section passes through 3 districts of Dien Chau, Yen Thanh and Do Luong.

In recent times, localities have been very active in implementing compensation and supporting site clearance to hand over to construction units for implementation on schedule. However, up to this point, in localities, many problems have appeared that have not been resolved.

These problems have also been continuously reflected by Nghe An Newspaper in many related articles. Accordingly, the total length of the problem along the entire route is about 3km.

In particular, in Dien Chau district, there are 3 biggest problems related to the fact that many households in Dien Phuc, Dien Thanh, Dien Cat, Minh Chau communes were affected and eligible for compensation, but have not yet received compensation and payment for land acquisition; some technical works such as electricity lines and water pipes have not been relocated; many households in Dien Phuc commune are eligible for resettlement but have not been arranged for resettlement.

In Yen Thanh district, many people in Vien Thanh, Bao Thanh, Cong Thanh, and My Thanh communes do not agree with the land recovery compensation plan due to issues related to determining the origin of the land and compensation prices, so the land has not been handed over.

In Do Luong district alone, there are currently 2 problems, including the family of Mr. Nguyen Tat Thuong (Hoa Son commune), who did not want the road to pass through his family's land, so they did not accept the compensation plan; in addition, about 200m of the section through Luu Son commune has been illegally encroached upon by 9 households who have not handed over the land.

These problems make construction difficult and inconsistent, affecting traffic safety and causing environmental pollution at unfinished construction sites.

Faced with that reality, on April 5, implementing the direction of the Standing Committee of the Provincial Party Committee, based on the report and recommendations of the Provincial Police on March 21, 2024, the Provincial People's Committee continued to issue Official Dispatch 147/UBND-NC assigning the People's Committees of Dien Chau, Yen Thanh and Do Luong districts to strengthen the dissemination work to households affected by the project (including households that have agreed to hand over the site) about the meaning, importance and urgency of the project; information about the origin of the land, support plans so that people know and agree to the land recovery for construction.

The Provincial People's Committee also requested these localities to direct functional departments to urgently review, supplement, and complete legal procedures related to land recovery, ensuring strict compliance with legal regulations.

At the same time, if in case measures have been implemented in accordance with current regulations but there is still obstruction from the people, the District People's Committee shall complete the relevant documents and procedures to organize compulsory land recovery and construction protection, in order to ensure the progress of the project.

In addition, the Provincial People's Committee also assigned the Departments of Natural Resources and Environment, Transport, Finance, Construction, and Justice to coordinate with the People's Committees of the above districts according to their functions and tasks to review and evaluate the overall issues related to project implementation, especially difficulties and obstacles in site clearance work to promptly find solutions to remove and speed up the project's progress.

Mobilize the entire political system to participate, propagate and mobilize organizations and individuals about the importance and significance of the project; compensation policy, resettlement support and site clearance of the project. Thereby, soon bring the project to the finish line on schedule, contributing significantly to promoting economic and social development along the National Highway 7 corridor, as well as connecting with neighboring Laos through the Nam Can International Border Gate.
