Nghe An Provincial People's Committee directed to handle 278 offices and public service facilities that are being used inefficiently.
Nghe An Provincial People's Committee has issued Plan No. 224/KH-UBND dated April 2, 2025 on handling unused, ineffectively used, and improperly used offices and public service facilities of agencies, organizations, and units under the management of Nghe An province.

Handle278 houses and land are offices and facilities for career activities.
Plan No. 224/KH-UBND was issued at the request of the Department of Finance to handle 278 houses and land used as offices and public service facilities that are not used, used ineffectively, or used for the wrong purposes by agencies, organizations, and units in order to avoid waste and loss of public assets.
The Provincial People's Committee requests agencies, organizations, units and localities to focus on implementing the review and synthesis of public assets such as working offices and public service establishments that are assigned to manage but are currently not in use, are used ineffectively, are used for the wrong purpose but have not yet had a handling plan approved or have had a plan approved but are not suitable to prepare a report to submit to the competent authority for consideration and decision on handling in accordance with the provisions of law on management and use of public assets and related laws. At the same time, strictly handle the responsibility of organizations and individuals who let the situation of working offices and public service establishments not be used or are used for the wrong purpose, causing waste of resources.
For matters beyond authority or problems related to mechanisms and policies on planning, land use plans, construction planning, etc., agencies, organizations, units and localities need to promptly propose solutions, clearly identify the agency responsible for resolving and the competent authority for decision, and report to the Provincial People's Committee (through the Department of Finance) for timely consideration, direction and decision.
The Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment, the Department of Construction and relevant agencies and units to inspect the current status, appraise the handling plan to submit to the Provincial People's Committee for approval of the plan and decision to handle public assets in accordance with regulations.
The Department of Agriculture and Environment and the Department of Construction shall take the lead in coordinating with relevant agencies and units to promptly advise on reviewing and adjusting land use planning and construction planning in accordance with regulations and actual conditions to avoid wasting resources when proposed or requested.
The Department of Agriculture and Environment guides agencies, organizations, units, and localities on the procedures for handling unused or ineffectively used offices and public service facilities that are recovered and transferred to local management and handling in cases implemented in accordance with the provisions of the law on land.
About specific tasks
For 12 houses and land of central agencies and units that have been transferred to Nghe An province for management and handling, the Provincial People's Committee assigns the People's Committee of Vinh city and the People's Committees of the districts: Que Phong, Tan Ky, Quy Chau, Yen Thanh, Dien Chau, Tuong Duong, Con Cuong, Quynh Luu, Nghi Loc to propose a plan to handle these houses and land according to the forms prescribed in the Law on Public Property and the Law on Land, and send it to the Department of Finance for appraisal. Completion time is before April 30, 2025.
The Department of Finance shall preside over and coordinate with the Department of Agriculture and Environment, the Department of Construction and relevant agencies and units to appraise the proposed handling plan of the Vinh City People's Committee and the districts to submit to the Provincial People's Committee for approval of the plan and handling decision in accordance with regulations. Completion date is before May 30, 2025.
Agencies and units are assigned to implement the plan according to the approved decision. The maximum implementation period is 03 months from the date of approval of the decision.
For 03 houses and land facilities of units under the management of the Department of Agriculture and Environment, the Provincial People's Committee assigned the Department of Agriculture and Environment to develop a plan to arrange or propose adjustments to the plan to rearrange and handle these houses and land facilities according to the forms prescribed in the Law on Public Property, and send them to the Department of Finance for appraisal. Completion time is before April 20, 2025.
The Department of Finance shall preside over and coordinate with the Department of Construction and relevant agencies and units to appraise the proposed plan of the Department of Agriculture and Environment to submit to the Provincial People's Committee for approval of the plan and decision on handling in accordance with regulations. Completion date is before April 30, 2025.
Agencies and units are assigned to implement the plan according to the approved decision. The maximum implementation period is 03 months from the date of approval of the decision.
For 190 houses and land facilities under district management that have had their arrangement plans approved but have not yet implemented the arrangement plan or the arrangement plan is not suitable so the plan cannot be implemented, the Provincial People's Committee assigns the People's Committees of districts, cities and towns to base on the approved land use planning and construction planning to propose adjustments to the handling plan for these houses and land facilities from the following forms: retaining for continued use; selling assets on land, changing land use purposes to forms in accordance with regulations: revocation, transfer, transfer to local management, handling, etc., and send them to the Department of Finance for appraisal. In cases where the arrangement plan does not need to be adjusted, the People's Committees of districts, cities and towns shall proactively propose handling plans, clearly stating solutions and recommendations for implementation. Completion time is before May 15, 2025.

The completion date is before May 15, 2025.

Based on this Plan, the Provincial People's Committee requests provincial agencies, organizations, units, unions, People's Committees of districts, cities and towns to fully and seriously implement assigned tasks, ensure savings, efficiency, avoid loss and waste of public assets; report the results of the Plan implementation within the prescribed time. At the same time, take full responsibility before the Provincial People's Committee and relevant agencies for information, reported data and implementation of handling of unused, ineffectively used, and used offices and public service establishments.
