Nghe An Provincial People's Committee urges review and report on unfinished and behind-schedule off-budget projects

The Provincial People's Committee has repeatedly directed provincial departments, branches, and sectors, along with the People's Committees of communes and wards in the area, to review, summarize, and report on unfinished and behind-scheduled off-budget projects. However, there are still some localities that have not completed them.

Provincial People's Committee has Document No. 1773/UBND-CN dated August 4, 2025, "On promoting the efficiency of land use for non-budgetary investment projects"Send to provincial departments, branches and sectors; People's Committees of communes and wards.

The above document has the following specific content:

“Regarding the content of promoting the effectiveness of land use for non-budgetary investment projects in the province, the Provincial People's Committee issued Official Dispatch No. 6201/UBND-CN dated June 29, 2025, assigning departments, branches, and localities to focus on implementation according to their functions and tasks.

Considering the report of the Department of Finance in Official Dispatch No. 4474/STC-TC&PTDN dated July 22, 2025, Vice Chairman of the Provincial People's Committee Phung Thanh Vinh has the following comments:

1. Assign relevant departments, branches, People's Committees of communes, wards and units to continue to promptly and effectively implement the tasks assigned in Official Dispatch No. 6201/UBND-CN dated June 29, 2025 and the directive documents of the Central Government, Provincial Party Committee, Provincial People's Committee to avoid land waste and promote effective land use for investment projects.

2. The Department of Finance shall preside over, proactively coordinate and urge relevant agencies to urgently review, synthesize and report on unfinished and behind-schedule projects; report to the Provincial People's Committee before August 12, 2025".

As the agency assigned by the Provincial People's Committee to preside over and urge relevant agencies to review, synthesize, and report on unfinished and behind-schedule projects, on August 5, 2025, the Department of Finance issued Document No. 4883/STC-TC&PTDN“Regarding the review of projects that are behind schedule and not implemented in areas outside the Southeast Economic Zone and industrial parks”Send to People's Committees of communes in the province.

HereDepartment of FinanceInformation, from April 15, 2025, there was Document No. 1683/STC-TC&PTDN requesting departments, branches, and localities to review and report projects showing signs of slow progress outside the Southeast Economic Zone and industrial parks. After that, the Department of Finance continued to issue Documents No. 2251/STC-TC&PTDN dated May 7, 2025 and Document No. 4009/STC-TC&PTDN dated July 4, 2025 to urge implementation.

At the same time, the Department of Finance announced:"Up to now, there are still some localities that have not sent reports to the Department of Finance.".Therefore, it is proposed that:“The People's Committees of communes urgently review and report the contents proposed in Document 1683/STC-TC&PTDN dated April 15, 2025 of the Department of Finance”.

According to the list of the Department of Finance attached to Document No. 4883/STC-TC&PTDN, as of August 5, 2025, there are still 50 communes that have not reported on delayed projects. These communes are in Dien Chau, Hung Nguyen, Nam Dan, Ky Son, Nghi Loc, Quy Chau, Quy Hop and Tan Ky (old) districts.
