Nghe An Provincial People's Committee urges the application of electronic invoices for retail gasoline activities
(Baonghean.vn) - Implementing Official Dispatch No. 13348/BTC-TCT dated December 4 of the Ministry of Finance on coordinating and directing the management and use of electronic invoices for petroleum business and retail activities, on December 13, 2023, the People's Committee of Nghe An province has just issued Document No. 10658/UBND-KT to direct and urge.
Accordingly, the Provincial People's Committee assignedProvincial Tax DepartmentTake the lead in coordinating with relevant local agencies and units based on the above Official Dispatch of the Ministry of Finance to implement; at the same time advise the Provincial People's Committee to properly implement the regulations.

Specifically, in Official Dispatch No. 13348/BTC-TCT dated December 4, 2023, the Ministry of Finance requested local tax departments to urgently strengthen inspection, supervision, and promote the issuance of electronic invoices for each time of retail gasoline and oil activities, and the Chairman of the Provincial People's Committee to pay attention to directing the implementation of the following key contents:
- Fully and promptly grasp the viewpoints and awareness of the responsibilities of organizations and individuals in organizing the implementation of legal regulations on invoices and documents atTax Administration LawNo. 38/2019, especially the regulations on issuing electronic invoices for each sale at retail gasoline stores according to Decree No. 123/2020/CP.

- Direct local agencies, departments and branches to coordinate with tax authorities to establish interdisciplinary teams to work directly with enterprises and retail stores of petroleum to grasp the actual implementation of issuing electronic invoices for each sale, the actual technical infrastructure, the level of ability to meet the implementation of applying electronic invoices for each sale of enterprises and retail stores of petroleum in the locality. From there, advise and propose to the Provincial People's Committee synchronous and drastic solutions and measures to promote enterprises and retail stores of petroleum to issue electronic invoices for each sale; strictly handle violators.
- Local media agencies and newspapers and radio stations should strengthen coordination with tax authorities to continue promoting and diversifying propaganda measures and solutions to help consumers, businesses and petrol retailers clearly understand the benefits, responsibilities and effectiveness of implementing the regulations on issuing electronic invoices for each sale in Decree No. 123/2020/ND-CP.

- Local authorities must promptly grasp new forms of fraud regarding electronic invoices in general and electronic invoices for petroleum business in particular, with the aim of making illegal profits or appropriating State taxes, in order to have timely solutions to prevent and handle them according to regulations.
In the above document, the Ministry of Finance emphasized that the issuance of electronic invoices for each sale of gasoline will help strengthen the control of invoice issuance, revenue management and tax obligations of enterprises, prevent fraud in gasoline trading, limit gasoline smuggling, ensure a fair and transparent business environment, and increase state budget revenue. To successfully implement this goal, it is necessary to have the drastic participation of political systems, especially the leadership role of the Provincial People's Committee in coordinating with the Ministry of Finance and the Tax Authority to create consensus in implementation, create civilized consumption habits, protect consumer rights; promptly handle difficulties and problems arising during the implementation process.
