The People's Committee of Nghe An province held a thematic meeting in June 2024.

On the afternoon of June 13th, under the chairmanship of the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Nguyen Duc Trung, the Provincial People's Committee held a thematic meeting for June 2024 to hear and give opinions on many important issues.

Attending the meeting were: Comrade Le Hong Vinh - Member of the Standing Committee of the Provincial Party Committee, Permanent Vice Chairman of the Provincial People's Committee; Comrade Bui Thanh An - Member of the Standing Committee of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; Comrade Nguyen Van De - Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; members of the Provincial People's Committee, and leaders of departments and agencies.

SIX DRAFT REPORTS SUBMITTED TO THE PROVINCIAL PEOPLE'S COUNCIL ARE APPROVED.

At the meeting, the Provincial People's Committee listened to and commented on the draft reports for the first six months of the year; the direction and tasks for the last six months of 2024 regarding the results of practicing thrift and combating waste; and administrative reform.

Draft report on traffic safety and order; anti-corruption and anti-negative practices; citizen reception and handling of complaints and denunciations; and crime prevention and control.

The province's efforts in practicing thrift and combating waste have yielded many positive results. The allocation of the 2024 public investment plan ensures adherence to the prescribed priorities and guarantees the balance of capital. The review, reorganization, and streamlining of the organizational structure have initially resulted in reduced administrative units, decreased staffing, and the application of information technology, saving time and costs and providing better public services to citizens and businesses.

Administrative reform efforts continue to show many positive and significant changes. The level of satisfaction of organizations and individuals with state agencies in Nghe An province and public opinion show that people and businesses acknowledge and appreciate the province's efforts in administrative reform.

As of May 30, 2024, 25 out of 41 tasks in the 2024 administrative reform plan had been completed, achieving a rate of 60%. The implementation of the Job Position Scheme, the Scheme for Reorganizing District and Commune-Level Administrative Units in the 2023-2025 period, and the Scheme for Expanding the Administrative Boundaries and Urban Space of Vinh City has yielded many positive results.

In the first six months of 2024, 174 traffic accidents occurred in the province, resulting in 101 deaths and 111 injuries; 107 cars, 163 motorcycles, 13 electric scooters, and 12 other vehicles were damaged. Compared to the same period in 2023, traffic accidents decreased by 27 incidents, 29 deaths, and 27 injuries.

The Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee have consistently paid attention to and directed all levels and sectors to strengthen law enforcement in the fight against corruption and negative practices. Anti-corruption measures have been implemented decisively and have yielded many positive results.

Investigation agencies at all levels in the province have handled 24 cases/113 defendants; the two-level Procuracy has handled 21 cases/128 defendants; and the People's Courts at all levels have handled 16 cases/88 defendants. According to the Provincial Police report, the damage caused by corruption crimes is over 20 billion VND; currently, more than 16 billion VND has been recovered, reaching a recovery rate of 79.9%.

All levels and sectors have upheld their responsibilities, promptly leading and directing the resolution of citizens' complaints and denunciations from the very beginning at the grassroots level, thereby minimizing public discontent. At the same time, they have paid attention to and directed the effective resolution of complex and protracted complaint and denunciation cases.

The handling of citizen complaints by heads of state administrative agencies at all levels has received attention and shown positive changes. Throughout the province, 124 out of 140 complaint cases were resolved, achieving a rate of 88.6%; and 54 out of 60 denunciation cases were resolved, achieving a rate of 90%.

Crime prevention and control efforts have been comprehensive, decisive, and effective, achieving the set goals, requirements, and tasks. The rate of solving criminal cases exceeded the target set by the Ministry of Public Security, with serious cases reaching 100%. Many major cases and high-profile investigations have been successfully conducted, dismantling numerous criminal gangs involved in illegal lending and the use of high technology.

The prosecution and handling of numerous major corruption, abuse of power, and economic cases have clearly affirmed the principle of no forbidden zones and no exceptions, dismantling many large drug trafficking rings and contributing to "cleaning up" the area. To date, 227 out of 460 communes in the province are drug-free, and 5 districts have 100% of their communes free from drugs.

ACKNOWLEDGING EXISTING PROBLEMS AND LIMITATIONS IN ORDER TO OVERCOME THEM

After hearing the reports and discussions, the Provincial People's Committee unanimously approved the draft reports. Regarding administrative reform, Chairman of the Provincial People's Committee Nguyen Duc Trung stated that the results of implementing Project 06 provide valuable lessons in clearly defining objectives, assigning specific responsibilities, and conducting regular inspections, monitoring, and follow-up when implementing other tasks.

On the other hand, the province has basically completed and achieved many positive results in implementing three major projects: the Job Position Project; the Project on Reorganizing District and Commune-Level Administrative Units in the 2023-2025 period; and the Project on Expanding the Administrative Boundaries and Urban Space of Vinh City.

Despite improvements, delays, shirking of responsibility, unclear advice, and especially violations of administrative discipline and regulations still persist.

Emphasizing that administrative reform is a regular and continuous task, the Chairman of the Provincial People's Committee requested that all levels and sectors frankly acknowledge existing shortcomings and limitations, especially the PCI and PAPI indicators, in order to propose solutions for improvement.

Chairman of the Provincial People's Committee Nguyen Duc Trung also highly appreciated the results in ensuring traffic safety and order, evidenced by the reduction in traffic accidents across all three criteria. The fight against corruption and negative practices has been strengthened, with many decisive measures implemented.

However, in assessing existing shortcomings and limitations, sectors need to clearly identify which agencies and units have not been focused or decisive enough in their leadership and guidance; they should not make general statements.

On the other hand, it is necessary to enhance the accountability of leaders in receiving citizens and resolving complaints and denunciations. New cases arising from the grassroots level should be resolved promptly and decisively, preventing public dissatisfaction and resentment.

Regarding crime prevention and control, the head of the Provincial People's Committee highly appreciated the positive role of the Provincial Police in successfully solving many cases and implementing many projects that were highly praised by the Ministry of Public Security.

At the meeting, the Provincial People's Committee also unanimously approved six draft resolutions of the Provincial People's Council in various fields.
