Standing Vice Chairman of Nghe An Provincial People's Committee Le Hong Vinh has just signed and issued Official Dispatch No. 9351/UBND-TH dated November 2, 2023 on developing a Project and approving job positions, civil servant rank structure, and employee structure according to professional titles.

Accordingly, the People's Committee of Nghe An province requests provincial departments, branches and sectors; People's Committees of districts, cities, towns and public service units under the Provincial People's Committee to develop a project on job positions and the structure of civil servant ranks and the structure of public employees according to the professional titles of the unit; submit to the competent authority before November 30, 2023.
At the same time, approve job positions and the structure of civil servant ranks and the structure of officials according to professional titles in public service units under the Government's decentralized management, ensuring completion before December 31, 2023.
Previously, on October 20, 2023, the Ministry of Home Affairs issued Official Dispatch No. 6139/BNV-TCBC requesting ministries, branches, and localities to focus on directing administrative agencies, organizations, and public service units under their management to develop a Project on job positions and civil servant rank structure, and employee structure according to professional titles; approve job positions and civil servant rank structure in administrative agencies and organizations; job positions and employee structure according to professional titles in public service units under the management scope according to the Government's decentralization, ensuring completion in 2023.
On July 21, 2023, the Government Office issued Official Dispatch No. 283/TB-VPCP announcing the conclusion of Deputy Prime Minister Tran Luu Quang - Head of the Steering Committee at the First Meeting of the Steering Committee on the development and management of job positions in administrative agencies, organizations, and public service units taking place on July 14, 2023.
The Deputy Prime Minister emphasized: It is necessary to clearly identify that the construction and management of job positions is a very important, sensitive, and complicated issue related to the management and use of cadres, civil servants, and public employees.
This is also a political task that must be carried out to ensure the promotion of innovation in the civil service and public service regime in the recruitment, use, and management of cadres, civil servants, and public employees in the direction of openness, transparency, and prevention and combat of corruption and negativity.

The Deputy Prime Minister requested that ministries, branches and localities complete the development of the Job Position Project and approve job positions, the structure of civil servants by rank, and the structure of officials by professional titles in agencies, organizations and units under their management in 2023, with the spirit of not being perfectionist, learning from experience while doing, and proposing adjustments and supplements if necessary.
On the morning of October 24, speaking at the group discussion session at the 6th Session of the 15th National Assembly, providing information on a number of issues related to salary policy reform, Minister of Home Affairs Pham Thi Thanh Tra said: At this session, the National Assembly will officially approve salary policy reform.
Reforming wage policy is a completely breakthrough thinking, in line with the current world trend and in line with our country's socialist-oriented market economy.
Accordingly, the new salary policy will determine and pay salaries according to job positions and leadership and management titles. This is a new issue, completely replacing the salary scale based on salary coefficients that has existed since 2004. Since the founding of the country, there have been 4 reforms, but none have been as synchronous, comprehensive, and fundamental as this time.
This salary policy reform will also restructure everything to calculate the basic salary rate, the rate for allowances and eliminate all special salary mechanisms and policies, leaving only the basic salary table and salary allowances and adding 10% of the basic salary for the heads of agencies and units to carry out the goal and task of rewarding cadres, civil servants and public employees who have excellently completed their assigned tasks.
