The Provincial People's Committee approved the draft Resolution of the Provincial Party Executive Committee on digital transformation.

(Baonghean.vn) - The draft Resolution sets out many specific goals regarding digital infrastructure, digital government, digital economy, digital society, and smart cities. Nghe An strives to always maintain its position in the group of 30 provinces and cities with high indexes on Digital Government.

On April 26, at the regular meeting in April 2022, the Provincial People's Committee listened to, commented on and approved the draft Resolution of the Provincial Party Executive Committee on digital transformation of Nghe An province by 2025, with a vision to 2030.

According to the draft Resolution, in recent years, the Party committees and authorities of Nghe An province have focused on leading, directing, and promoting digital transformation in a number of sectors and fields, achieving positive results, contributing to the overall development of the province.

However, the results achieved have only laid the initial foundation for the digital transformation process. The construction of e-government, towards digital government, digital economy and digital society still has many limitations.

The province's viewpoint is to make the most of opportunities to develop digital government, digital economy, and digital society. The digital transformation process must ensure network information security, towards a safe digital society. Digital transformation is a central, consistent, comprehensive, breakthrough task, requiring the synchronous participation and high determination of the entire political system, especially the leaders, and the joint efforts of the entire population.

Enterprises and people are the center of digital transformation; promoting digital transformation in society, thereby creating traction for the digital transformation process in state agencies. Digital transformation needs to be implemented continuously, persistently, substantially, effectively, avoiding formalities and wasting resources; ensuring inheritance and innovation with solid steps, suitable for practice in each period, each industry and field.

The draft Resolution sets goals by 2025:

Regarding digital infrastructure: 100% of Party and government agencies at all levels are connected to specialized data transmission networks; 100% of the province's shared databases are deployed on cloud computing platforms.

Regarding digital government: 100% of cadres, civil servants and public employees are trained, fostered or self-fostered in digital knowledge and skills; 100% of provincial and district-level state agencies have IT specialists.

The rate of records processed through online public services at level 3 and 4 out of the total number of records reaches 50% or more; at least 90% of people and businesses are satisfied with the handling of administrative procedures; 90% of work records at the provincial level, 80% of work records at the district level and 60% of work records at the commune level are processed online (excluding records of work processing with confidential content).

100% of reporting regimes, periodic synthesis indicators and socio-economic statistical reports are performed online and linked with the national reporting system; 100% of national databases are connected and applied in the province according to the Government's roadmap; gradually forming an open database of the province connecting over 80% of databases of departments and branches to serve state management, provide timely public services, declare once, exploit for life.

Regarding the digital economy: 60% or more households participate in online shopping through websites, e-commerce trading floors, social networks, e-commerce sales applications...; Non-cash payments in e-commerce reach over 50%, of which payments made through intermediary payment service providers account for 80%.

80% of Nghe An's typical, featured products, OCOP products... participate in domestic and foreign e-commerce trading floors; 100% of electricity, water, and telecommunications service providers implement electronic contracts with consumers; Digital technology enterprises, digital enterprises, and digital cooperatives are gradually formed; 100% of agricultural production households are listed and standardized, and data is digitized according to the instructions of the Ministry of Information and Communications.

Regarding digital society: Over 50% of phone and smart device users have access to and use e-government services and smart urban services; 50% of adults use electronic payment services.

Regarding smart cities: Successfully pilot and replicate digital services (healthcare, education, transportation, security - order, tourism, etc.) in the smart urban service system to communes/wards/towns and model residential areas.

Specific goals by 2030:

Establish a 3-level synchronized database and digital service system; transactions between government agencies, between the government and people and businesses are basically carried out on digital technology platforms. 100% of work records at the provincial level, 95% of work records at the district level and 85% of work records at the commune level are processed online (except for work records within the scope of state secrets).

100% of enterprises in economic zones, industrial parks, and industrial clusters apply digital technology in management, operation, production, and business on e-commerce platforms; over 80% of small and medium enterprises participate in digital transformation. Develop and replicate smart urban services to urban centers of the province.

100% of VietGAP, GlobalGAP, OCOP products apply digital technology platforms in production, business, product promotion and consumption, associated with e-commerce. Over 80% of phone and smart device users have access to and use e-government services and smart urban services; 80% of adults use electronic payment services.

The draft Resolution also sets out 7 groups of key tasks and solutions for implementation. According to the process, the draft Resolution will be submitted to the Provincial Party Standing Committee and the Provincial Party Executive Committee for comments before promulgation./.
