ADMINISTRATIVE REFORM IS THE TOP IMPORTANT TASK

Report resultspractice thrift, fight wasteIn 2020, the direction and tasks for 2021, the leader of the Department of Finance said that the program of practicing thrift and fighting waste during the year achieved good results, the awareness of party members and people had many positive changes, the sense of responsibility in managing and using assets and equipment allocated and purchased; used for the right purpose, effectively; actively.

Effective financial management has contributed to the prevention and control of the Covid-19 pandemic, supporting businesses and people, and removing difficulties for production and business. Through the preparation, appraisal, approval of estimates, settlement, management, and use of state budget funds, 322 billion VND has been saved. The savings in valuation, management, and asset procurement amounted to 25 billion VND.

Regarding the work of receiving citizens and resolving complaints and denunciations, in 2020, State administrative agencies at all levels in the province received 5,577 citizens, the total number of complaints, denunciations, petitions, reflections, and land disputes arising in the province was 7,874.

In addition, administrative inspection and specialized inspection have discovered a total value of violations of 44.773 billion VND; of which 32.031 billion VND was recommended for recovery. Courts at 2 levels have accepted and tried 8 cases/30 defendants for corruption. Through investigation, prosecution, and trial of corruption cases, the damage discovered has been more than 28.91 billion VND.

For workadministrative reform, the highlight in 2020 is putting the Provincial Public Administration Service Center into operation. This is the focal point for guiding, receiving, and returning results of administrative procedure settlement of provincial departments, branches, and sectors to individuals and organizations in the province.

As of October 31, 2020, the province's public service portal provided 1,882 public services, including 292 level 4 online public services. Nghe An province's PAR Index in 2019 reached 81.93%, ranking 24/63 provinces and cities nationwide, up 5 places compared to 2018. There are 13 departments, branches and localities that have reviewed and reduced the time to handle administrative procedures with 208 administrative procedures, the total reduction time is 811.5 days.

Regarding administrative reform, the Chairman of the Provincial People's Committee emphasized that this is the top priority task and one of the three breakthroughs specified in the Resolution of the Provincial Party Congress. Therefore, the Department of Home Affairs and other departments and branches must focus on implementing it drastically, in order to strongly improve.business investment environment, for the common development goals of the province.

Appreciating the 13 units that have cut administrative procedures, the Chairman of the Provincial People's Committee said that the important thing is the content and quality of the reduction of administrative procedures and whether people and businesses are satisfied with the reduction or not. While the province's resources are limited, the important issue is the approach to come up with the most effective implementation solution.

CRIME AND TRAFFIC ACCIDENTS REDUCED

In 2020, crimes against social order were prevented, contained and reduced. The police force detected 875 cases, killing 30 people, injuring 277 people; total property damage was about 23.2 billion VND; arrested 1,427 cases, 1,907 drug criminals; prosecuted 7 cases, 18 defendants for crimes related to positions and corruption.

In the first 10 months of 2020, there were 187 traffic accidents in the province, killing 111 people and injuring 132 people. Some state management work in the transport sector still has some shortcomings; the work of clearing traffic safety corridors and urban sidewalks has not been very effective.

In addition, the province also had 15 work accidents that resulted in 15 victims, including 4 deaths, 5 serious injuries, and 6 minor injuries. Some businesses did not comply with the law on occupational safety and health.

Regarding the poverty reduction program, in 2020, the mobilized resources for implementation were 3,406,764 billion VND. People's awareness of poverty reduction work has been raised and there have been clear changes, many poor households in some localities voluntarily wrote applications to leave poverty. It is estimated that by the end of 2020, the poverty rate in the whole province will decrease to 3.0%.

However, the province's poverty rate is still higher than the national average (in 2019, Nghe An was 4.11%; the country was 3.75%). In 2021, the province's goal is to reduce the poverty rate according to the 2021 multidimensional poverty standard by 1-1.5%, of which the mountainous area is 2-3%.

At the meeting, the Vice Chairman of the Provincial People's Council, Vice Chairman of the Provincial People's Committee and members of the Provincial People's Committee contributed opinions to complete the draft reports; at the same time, unanimously approved 12 draft reports to submit to the Provincial People's Council.

In his concluding remarks, Chairman of the Provincial People's Committee Nguyen Duc Trung said that the crime situation is still complicated, the number of crimes has decreased but the structure of crimes, especially new crimes such as black credit, has appeared a lot. Besides, the number of drug addicts in the province is still high.

The Chairman of the Provincial People's Committee requested the Provincial Police to do better in preventing and combating crime in 2021, ensuring a peaceful life for the people, contributing to the socio-economic development of the province.

Regarding the results of building new rural areas, comrade Nguyen Duc Trung emphasized that the results of implementing the new rural area building program in Nghe An were very positive, exceeding the set targets. Sectors and localities have been proactive, determined, and allocated resources reasonably.

At the end of the Provincial People's Committee meeting on the morning of November 11, the Chairman of the Provincial People's Committee requested departments and branches to absorb the opinions of delegates at the meeting and complete the reports to submit to the Provincial People's Council in the upcoming session.

On the morning of November 11, the Provincial People's Committee also listened to and approved 3 draft Resolutions, including: Draft Resolution of the Provincial People's Council approving the adjustment of the State budget revenue settlement in the area, the local budget expenditure settlement in 2018 in Resolution No. 32/NQ-HDND dated December 12, 2019 of the Provincial People's Council; Draft Resolution of the Provincial People's Council stipulating the collection levels, collection, payment, management and temporary use of roads and sidewalks on some roads in Vinh City; Draft Resolution of the Provincial People's Council assigning civil servant payrolls in State administrative management agencies and organizations in 2021.
