Will Ukraine receive $2 billion under the US arms purchase program?

According to TASS on October 19, calculations show that Ukraine has received 2.422 billion USD in 3 months of the PURL program - Ukraine's Priority Request List (the US arms procurement program using the European Union budget). While Ukraine's need for weapons during this period is up to 3-4.5 billion USD.

Earlier, leader Volodymyr Zelensky said that Ukraine needed $1-1.5 billion in funding per month to buy weapons under the PURL program. At the same time, in the first weeks of the program - in early autumn - EU countries allocated $2 billion, enough for four military supply packages worth $500 million each.

Earlier, Ukrainian media reported that two of the four arms aid packages had been sent to Ukraine, and the remaining two were being prepared for shipping.

However, according to TASS, since the beginning of September 2025, Ukraine has not received new funding under the PURL Program, although it needs at least $1 billion a month to receive a stable supply of US weapons. At the meeting of the contact group on arms supplies to Ukraine, a number of European countries finally announced the allocation of new funds, but with the budget for spending only $422 million, not even enough to fully pay for another military aid package, similar to the previous ones.

If this funding continues, Ukraine by 2025 may receive only half of the amount needed to purchase US weapons (less than $10 billion of the $12-20 billion requested by the Ukrainian government).

At the same time, in addition to US arms supplies under the PURL Program, Ukraine will need direct military supplies from European countries in equivalent quantities.

Moreover, by 2026 Ukraine will need significant direct financial support from outside to ensure state functioning and fulfill social obligations, specifically about $40-60 billion in 2026 alone.
