The Washington Post reported that CIA Director William Burn, during a secret visit to the capital Kiev, was informed of Ukraine's plans to deploy artillery and missiles near Crimea, as well as the process of starting negotiations with Russia. According to the newspaper, the trip took place last June.

Military strategists in Ukraine have given the CIA director and others strong confidence in their goal of retaking large areas this fall, deploying artillery and missile systems near the Crimean border, pushing further east, and then opening talks with Moscow.

Earlier, Russian President's press secretary Dmitry Peskov said that so far there are no preconditions for negotiations with Ukraine, because the peace movement has been completely rejected by Kiev and the Western countries.

On the US side, speaking to the press on June 29, US State Department spokesman Matthew Miller once again said that President Joe Biden has no intention of deploying troops to fight in Ukraine.

“The president has been very clear that there will be no US military presence in Ukraine,” Matthew Miller said when asked whether the US supported a proposal by former NATO Secretary General Anders Fogh Rasmussen in early June that individual NATO members – potentially Poland or some of the Baltic states – could deploy troops to Ukraine without the participation of the entire alliance.
