Lieutenant General Nguyen Quoc Thuoc said that any conference that organizes lavish "parties" and lavish "drinking" is known by the people and must be condemned.

Many people turn gifts into sales.

On December 19, 2016, on behalf of the Politburo, Politburo member and Standing member of the Secretariat Dinh The Huynh signed and issued Regulation No. 55-QD/TW of the Politburo on a number of urgent tasks to strengthen the exemplary role of cadres and party members. The Politburo issued 6 regulations, which strictly prohibit the taking advantage of organizing exchanges, parties, meetings, and congratulations before, during, and after each congress, conference, session, or rally, traditional anniversaries, opening and closing ceremonies, or when cadres are promoted, appointed, conferred, promoted in military rank, rotated, transferred, etc. to eat, "party", give, and receive gifts, with the motive of profit.

The organization of weddings, funerals, death anniversaries, New Year's Eve and birthdays must be simple, economical, ensuring a new cultural lifestyle in accordance with the regulations of the Party and the State; in accordance with the fine customs and traditions, and the good cultural identity of the nation. It is strictly forbidden to take advantage of "giving gifts" or giving gifts with ulterior motives, which are not pure. Immediately put an end to the situation of eating, drinking, and "drinking" lavishly, wastefully, causing disgust in public opinion.

Speaking to VOV.VN reporters, Lieutenant General Nguyen Quoc Thuoc, former National Assembly delegate of the 8th, 9th and 10th terms, expressed his support for the direction of the Secretariat. “The Politburo’s regulations are necessary and are one of many measures to effectively implement the 12th Party Central Committee’s Resolution 4 on strengthening Party building and rectification; preventing and repelling the degradation of political ideology, ethics, lifestyle, and manifestations of “self-evolution” and “self-transformation” within the Party,” Mr. Nguyen Quoc Thuoc emphasized.

According to the military general, gifts, if given correctly, show people's affection for each other. Gifts actually show a way of living with love, knowing the past and future, and being grateful to those who have helped and guided you. That is a very good action. But sadly, in today's society, many people turn gifts into sales. Taking advantage of organizing lavish parties to give gifts to achieve a certain goal such as promotion is a disguised act of bribery.

Lieutenant General Nguyen Quoc Thuoc also said that in order to seriously implement the regulations of the Politburo, the responsibility of the heads of Party committees, authorities, each ministry, branch and locality must set an example, especially needing a good monitoring mechanism. “If there is "backdoor activity" for the purpose of profiteering, it must be condemned. Any conference that organizes lavish parties and lavish drinking, how can the people not know? Those who serve at that party, if they inform, will know immediately. Therefore, we must mobilize the people, the innocent people to monitor and detect, then I believe it will be effective,” Lieutenant General Nguyen Quoc Thuoc emphasized.

"Owing money for entertainment" is no longer an exception.

Agreeing with Lieutenant General Nguyen Quoc Thuoc's opinion, Mr. Le Van Cuong, former Deputy Head of the National Assembly Delegation of Thanh Hoa Province, 12th term, also said that the ban on "partying" and lavish, wasteful festivals had been banned before, but when it was thoroughly implemented and propagated, it was still a "head elephant, tail mouse" situation.

This time, the Resolution of the 12th Central Committee, Session 4, is attracting the attention of the whole country, so the Politburo's issuance of Regulation No. 55-QD/TW on a number of urgent tasks to strengthen the exemplary role of cadres and party members has been supported by the people. If in the past, for many reasons, the implementation of regulations and directives was not serious, this time the masses and party members believe that they will learn from experience, and our Party will have strong measures to prevent the situation of "drinking and drinking" and wasting, giving and receiving gifts with the motive of profit.

Mr. Le Van Cuong spoke in parliament while still working.

The National Assembly delegate with many strong statements in the parliament said that in reality, there is still a situation of taking advantage of the State budget to organize "parties", unhealthy gifts, causing waste, expense, and dissatisfaction among the people. "Account holders" act freely according to their authority, no one stops them, and they are not punished when they use the budget indiscriminately... If they run out of funds, these "account holders" "mortgage" in restaurants and hotels, waiting until the end of the year to compensate, lobbying, begging - giving to get funds to compensate for the debt. The story of "owing money for entertainment" is not an isolated one, it exists in many localities across the country, causing negative public opinion.

“I believe that this Regulation of the Politburo will be put into practice, along with strict sanctions by the Traffic Police when detecting drivers exceeding the permitted alcohol concentration, which will prevent the phenomenon of “drinking” and “partying” during every promotion, retirement, job rotation and transfer,” Mr. Le Van Cuong emphasized.

Mr. Le Van Cuong also said that Party committees and organizations at all levels must lead the work of political and ideological education; promote the pioneering and exemplary role of cadres and Party members in implementing the Politburo's Regulations. Each member of the Party Central Committee, Politburo, Secretariat, and each leading cadre of Party committees and authorities at all levels must voluntarily and exemplaryly implement and direct the implementation of these Regulations.

Promote the active role of the people, the Fatherland Front and socio-political organizations, and press agencies in propagating, disseminating, and supervising the implementation of this Regulation; promptly commend good people and good deeds, and criticize groups and individuals who violate. "If the media or people provide evidence, responsible organizations need to strictly handle officials and civil servants who violate the above Regulations," Mr. Le Van Cuong further emphasized./.
