Responding to storm No. 13, Nghe An considers banning sea travel from this afternoon
(Baonghean.vn) - Due to the impact of storm No. 13, from November 14-16, from Ha Tinh to Quang Nam, there will be heavy to very heavy rain; in Thanh Hoa, Nghe An, Quang Ngai, there will be heavy rain of 50 - 150mm. Nghe An is considering a plan to ban the sea from this afternoon (November 13).
On the morning of November 13, the Central Steering Committee for Natural Disaster Prevention and Control held an online meeting with provinces and cities from Thanh Hoa to Binh Dinh to respond to storm No. 13 (storm Vamco).
The conference was co-chaired by Party Central Committee members: Trinh Dinh Dung - Deputy Prime Minister, Head of the Central Steering Committee for Natural Disaster Prevention and Control, Chairman of the National Committee for Incident, Disaster Response and Search and Rescue; Nguyen Xuan Cuong - Minister of Agriculture and Rural Development, Deputy Head of the Standing Committee. Nghe An still has more than 500 boats that have not yet taken safe shelter.
According to information from the National Center for Hydro-Meteorological Forecasting,at 7:00 a.m. on November 13,The center of the storm is located at about 15.3 degrees North latitude; 115.7 degrees East longitude, about 410 km East Southeast of Hoang Sa archipelago.Forecast for the next 24 hours,The storm is moving west at a speed of 15-20km per hour. At 7:00 a.m. on November 14, the center of the storm was located at approximately 15.6 degrees North latitude; 111.4 degrees East longitude, in the sea south of the Hoang Sa archipelago. The strongest wind near the center of the storm is level 11-12 (100-135 km/h).level 15.
Over the next 24 to 48 hours,The storm is moving mainly in the West-Northwest direction, traveling 15-20km per hour. At 7:00 a.m. on November 15, the center of the storm was located at about 16.9 degrees North latitude; 107.4 degrees East longitude, right on the coast from Quang Binh to Quang Nam. The strongest wind near the center of the storm is level 8-9 (60-90km/hour),level 12.
During the next 48 to 72 hours,The storm moved in a West Northwest direction, about 15km per hour, entered the mainland from Ha Tinh to Thua Thien Hue and gradually weakened into a tropical depression, then continued to move deeper inland and weakened into a low pressure area.

From tonight (November 13), the sea area from Ha Tinh to Quang Ngai will have winds gradually increasing to level 7-8, near the storm center level 9-10.,level 12; very rough seas.
From November 14-16, from Ha Tinh to Quang Nam, there will be heavy to very heavy rain with rainfall from 150-250 mm, in some places over 350 mm; in Thanh Hoa, Nghe An, Quang Ngai, there will be heavy rain of 50-150 mm.
Given the complex developments ofstorm number 13Nghe An has seriously implemented the telegrams and documents of the Steering Committee on responding to storm No. 13; at the same time, it has issued Telegram No. 43 on responding to storm No. 13, the Provincial Steering Committee for Natural Disaster Prevention and Control - Search and Rescue has issued Telegram No. 18 on responding to the storm's developments.
According to a quick report, Nghe An province has 3,503 vehicles/17,580 workers directly fishing. Currently, 3,087 vehicles with more than 15,000 workers have taken safe shelter at the port and other provinces.
The area has over 1,061 large and small dams; as of 7:00 a.m. on November 13, 2020, more than 400 were full. Other dams and reservoirs are being operated by localities and units according to approved flood and storm prevention plans.

Vice Chairman of the Provincial People's Committee Hoang Nghia Hieu emphasized that by noon on November 13, Nghe An still had nearly 500 boats that had not taken shelter safely, more than 400 lakes were full of water, and requested localities and functional forces to urgently call on boats to anchor safely, and consider having a plan.sea banfrom this afternoon. After the circulation of storm No. 9, landslides are also occurring in localities such as Do Luong, Nghi Loc, Tuong Duong, Con Cuong... therefore, it is recommended that localities review and have plans to evacuate people, ensuring safety for people and property...

After listening to the report on the response to storm No. 13 in localities, speaking at the conference, Deputy Prime Minister Trinh Dinh Dung asked localities not to be subjective because if the storm makes landfall in the Central region, which has been heavily affected by previous storms, without measures to evacuate people, the damage will be unpredictable.

Provinces from Thanh Hoa to Binh Dinh must control, check and count boats, and notify owners of vehicles operating at sea of the location, direction of movement, and developments of the storm to escape or not enter dangerous areas. It is necessary to urgently check and guide the anchoring of boats, and deploy work to ensure the safety of people and property, for tourism activities along the sea route and for aquaculture and seafood cages along the coast and inland. Do not let people stay on cages, watchtowers, or boats when the storm makes landfall.
The Deputy Prime Minister requested provinces to direct and implement measures to protect houses, offices, schools, warehouses, production, business and service establishments, high towers, trees, etc. to limit damage caused by storms. Review plans to protect the safety of dams, dykes, and flood and storm prevention works. Organize the operation of irrigation and hydroelectric reservoirs to ensure safety for works and downstream areas; for reservoirs that are full of water, it is necessary to proactively regulate to receive floods, check the provision of information to authorities and people in downstream areas before releasing floods according to regulations...
Rescue agencies must be ready with forces and means to rescue when requested, and properly implement the "4 on-site" motto.
Regarding the plan to support damage after natural disasters, the Government is very interested, but localities need to develop practical and effective support plans./.
