Prioritize resources to do a good job of school consolidation.
On the morning of October 25, the Ministry of Education and Training held a conference to review the socialization of school, classroom and teacher housing consolidation in the period 2013 - 2023, tasks and solutions in the coming time.
The conference was held online, connecting 63 provinces and cities across the country.
Attending the conference, at the Hanoi bridge point were comrades: Nguyen Thi Doan - former Vice President, President of the Vietnam Association for Promoting Education; Le Thanh Long - Deputy Prime Minister; Nguyen Kim Son - Minister of Education and Training; Dao Ngoc Dung - Minister of Labor, War Invalids and Social Affairs; Hau A Lenh - Minister, Chairman of the Ethnic Committee.
At Nghe An bridge point, there were comrade Bui Dinh Long - Vice Chairman of the Provincial People's Committee and representatives of relevant departments, agencies and branches.
Increase the rate of solidification of schools and public housing

Thanks to that, the rate of school solidification has increased day by day. In 2013, the whole country had 41,397 public preschool, primary, secondary and high school educational institutions with 553,181 classrooms; the number of solid classrooms was about 364,367, reaching a solidification rate of 65.9%. By the end of 2023, the whole country had nearly 628,571 public preschool and general education classrooms; of which, the number of solid classrooms was 545,375, reaching a solidification rate of 86.6%. Of which, the solidification rate of preschool education increased to 83.0%; primary education level 83.2%; secondary education level 94.9%; high school level 97.0%.
Regarding teachers' public housing, according to reports from provinces and cities, in the period 2013-2023, the number of classrooms invested from social sources is about 35,984 rooms, the number of public rooms for teachers is about 1,216 rooms. The total socialized budget for investment in solidification and construction of classrooms and public rooms for teachers is estimated at about 32,896.96 billion VND.
In 2023, Nghe An province will have 26,578 classrooms at all levels, of which 23,406 are solid classrooms, reaching a solidity rate of 88%. The total number of teacher service rooms is 1,773, of which 1,208 are solid rooms, accounting for 68.1%.
Currently, the province has reviewed the investment needs for classrooms, from which it has proposed the investment needs to build 3,868 classrooms and 996 teacher service rooms. The total funding needed for investment is about 3,255.4 billion VND; of which the proposed state budget is 1,266.7 billion VND; the socialized demand is 1,988.7 billion VND.
At the conference, representatives of localities and relevant ministries and branches shared their experiences in implementing social work on consolidating classrooms and public housing for teachers.
In addition, some difficulties and shortcomings in the implementation process have also been pointed out, such as the source of investment funding has not met the material needs of schools; the material facilities and teaching equipment of educational institutions only meet the minimum needs, many places have degraded; policies to attract and encourage the socialization of education still have many difficulties, especially in difficult areas.

From this reality, local representatives also recommended that the Government and ministries and branches pay attention, prioritize funding and support programs and projects to effectively implement socialization work in construction investment andsolidify schools and classrooms, public housing for teachers.
Mobilizing investment resources for education
Speaking at the conference, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the results achieved, thereby helping to improve facilities for educational institutions and contributing to improving the quality of teaching and learning in schools.

From this result, the Deputy Prime Minister also suggested that it is necessary to join hands to mobilize more social resources to complete the goal of solidifying all schools, classrooms and public housing for teachers in the coming time.
During the implementation process, Deputy Prime Minister Le Thanh Long requested the Ministry of Education and Training to coordinate with relevant ministries and branches to review incentive policies to attract investment for schools, build a sectoral database on facilities and teaching equipment, direct the review and arrangement of the school network for investment and mobilize investment with focus and key points, ensuring feasibility and efficiency, avoiding dispersion and waste.
For the People's Committees of provinces and cities, continue to review the planning of school networks, paying attention to construction planning to ensure suitable land funds for building schools and classrooms, meeting learning needs, urbanization trends and population shifts; ensure budget for education and training, allocate resources for sub-projects related to education and training; proactively promote socialization, mobilize investment resources for education; prioritize attracting businesses and organizations to invest in facilities for schools and disadvantaged areas, closely monitor and manage, and prevent violations during implementation...

Deputy Prime Minister Le Thanh Long also emphasized that education and training is the top national policy, the cause of the Party, the State and the entire people. Education and training must be given due attention to promote the rapid and sustainable development of the state. Therefore, in the coming time, it is recommended that businesses, organizations and individuals join hands to contribute to the cause of education, creating the best learning conditions for children - the future owners of the country.
