The Central Inspection Committee works with the Ministry of Industry and Trade for 60 days on personnel work.
According to a source from the Ministry of Industry and Trade, the Central Inspection Committee has begun working at the Ministry of Industry and Trade to clarify a number of issues regarding the personnel appointment process under former Minister Vu Huy Hoang.

The focus of work will not only be on the appointments of Mr. Trinh Xuan Thanh and Mr. Vu Quang Hai (son of Mr. Vu Huy Hoang), but will also include the appointment of a number of important personnel at enterprises under the Ministry such as: Sabeco, Habeco, Dinh Vu Fiber Corporation (Hai Phong)... and a number of other personnel.
“The inspection period is within 60 days. During the process, the responsibility of the Party Committee and Party Secretary of the Ministry of Industry and Trade, Vu Huy Hoang, will also be considered,” the source said.
It is known that Mr. Vu Huy Hoang and Mr. Trinh Xuan Thanh were also invited to the Ministry of Industry and Trade to work with the inspection team.
In recent times, the personnel management work at the Ministry of Industry and Trade has also created many negative public opinions. Most recently, the Central Inspection Committee announced the conclusion on the violations of Mr. Trinh Xuan Thanh, member of the Provincial Party Committee, former Vice Chairman of the People's Committee of Hau Giang Province - who had worked for many years at the Ministry of Industry and Trade in many different positions.
Mr. Thanh was Chairman of the Board of Directors of the Petroleum Construction Corporation (PVC) under PVN from February 2009 to May 2013 before being transferred to the Ministry of Industry and Trade as Deputy Chief of the Ministry's Office and Chief Representative of the Ministry of Industry and Trade in Da Nang in September 2013.
Regarding the appointment of personnel at the Ministry of Industry and Trade, the Vietnam Association of Financial Investors (VAFI) has repeatedly recommended the appointment of Mr. Vu Quang Hai as a member of the Board of Directors and Deputy General Director of Saigon Beer Alcohol Beverage Corporation (Sabeco). Mr. Vu Quang Hai is also known as the son of former Minister of Industry and Trade Vu Huy Hoang.
According to VAFI, before being appointed to the above positions, Mr. Vu Quang Hai, “despite not having any special achievements”, was appointed as General Director of the Petroleum Financial Investment Joint Stock Company (PVFI) in 2011 - when he was only 25 years old. During the 2 years Mr. Hai was General Director here, PVFI lost 155 billion VND in 2011 and 67 billion VND in 2012, while the company's charter capital was 300 billion VND (however, the Ministry of Industry and Trade said that Mr. Hai was not responsible for this because PVFI had made losses in the previous period). After that, Mr. Hai was transferred to the Trade Promotion Agency (Ministry of Industry and Trade) with the title of Deputy Director of the Export Support Center.
Then, with a decision signed by Deputy Minister of Industry and Trade Ho Thi Kim Thoa - Mr. Hai continued to be introduced by the Ministry of Industry and Trade to Sabeco as a representative of State capital, member of the Board of Directors, and Deputy General Director.
Another puzzling decision also mentioned by VAFI was the appointment of Mr. Vo Thanh Ha, Chief of Office of the Ministry of Industry and Trade, previously secretary of Mr. Vu Huy Hoang, as Chairman of Sabeco's Board of Directors. Mr. Ha mainly does administrative work and has never held any position in business management or operation.
Speaking with Dan Tri recently, Minister of Industry and Trade Tran Tuan Anh affirmed that, in the immediate future, the Ministry of Industry and Trade will focus on resolving existing problems in personnel work.
When asked whether there are "no-go zones" when handling, the Minister said: "The law has regulations, the Party also has general principles in personnel work. Especially in the recent context, there have been very clear instructions and viewpoints from the Party and State leaders. Moreover, with the common concern of society, for anyone, whether they are the highest leader of a sector, or another cadre in the sector, I think they must put their awareness and sense of responsibility before the law, before the Party, before the people at the highest level."
Previously, the Report at the Conference to review the first 6 months of 2016 of the Ministry of Industry and Trade said that the Ministry has reviewed and adjusted the leadership planning of units under the Ministry for the period 2016 - 2021; focused on handling the planning work well, preparing a source of cadres with sufficient capacity and qualities to work in units within the Ministry as well as cadres participating in work at Vietnamese trade offices abroad.
"The principle of democracy and transparency aims to build a team of increasingly clean, strong, qualified, disciplined cadres, taking people and businesses as the objects of service and valuing interactions with businesses and people," the report of the Ministry of Industry and Trade emphasized.
Assessing the personnel work of the Ministry of Industry and Trade, Prime Minister Nguyen Xuan Phuc frankly pointed out that the personnel work at the Ministry of Industry and Trade still has many shortcomings, creating negative public opinion, affecting the reputation of the industry.
Meanwhile, the Prime Minister also assessed that the Ministry of Industry and Trade's staff is cumbersome and needs restructuring. Accordingly, the Prime Minister requested that the Ministry of Industry and Trade immediately restructure its staff of up to tens of thousands of people from 30 Departments, Divisions, 10 universities, 22 colleges, 11 corporations, and state-owned companies...
