The Central Inspection Commission considers the disciplinary complaint of Ms. Phan Thi My Thanh.

At the 19th session, the Central Inspection Committee gave opinions on the settlement of disciplinary complaints in two cases under the authority of the Secretariat. Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Dong Nai Province, Phan Thi My Thanh, confirmed that she had submitted a complaint against the inspection conclusion previously issued by the Central Inspection Committee.

The announcement from the Central Inspection Committee stated that from November 7 to 9, 2017, in Hanoi, the Central Inspection Committee held its 19th meeting. Politburo member, Party Central Committee Secretary, and Chairman of the Central Inspection Committee Tran Quoc Vuong chaired the meeting.

The Central Inspection Committee has considered and resolved disciplinary complaints in 3 cases under its authority; commented on the resolution of disciplinary complaints in 2 cases under the authority of the Secretariat and commented on a number of other important issues. Ms. My Thanh is an official under the management of the Central Party Secretariat, so after receiving the opinion of the Central Inspection Committee on this complaint, the Secretariat will be the agency that makes the final decision.

Previously, at the 15th session held in early July 2017, the Central Inspection Committee concluded that Ms. Phan Thi My Thanh violated the Law on Anti-Corruption; declared assets and income incompletely, not in accordance with regulations, and violated regulations on what party members are not allowed to do.

Accordingly, the Central Inspection Committee decided to discipline Ms. Phan Thi My Thanh with a warning.

Two weeks ago, at the National Assembly, Ms. Phan Thi My Thanh explained that her decision to appeal the inspection conclusion of the Central Inspection Committee was due to "the responsibility of a party member, when there are issues that need further clarification, then she makes a complaint."

However, the complaint was not because Ms. Thanh did not accept the conclusion of the authorities, but simply wanted to clarify further because as a member of the organization, she believed that everything was decided by the organization, including work.

One of the contents under consideration is the disciplinary action against Major General Hoang Cong Ham - Party Committee member, Deputy Commander of Military Region 1, Ministry of National Defense.

The Central Inspection Committee concluded that during his tenure as a member of the Provincial Party Standing Committee and Commander of the Lang Son Provincial Military Command, Major General Hoang Cong Ham violated the principle of democratic centralism and regulations of the Party, State and Army in the management and use of national defense land.

Mr. Hoang Cong Ham's violations were determined to have affected the prestige and discipline of the Army, the Party organization and him personally.

Pursuant to Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating Party members, the Central Inspection Committee decided to impose a disciplinary warning on Major General Hoang Cong Ham.

The Inspection Committee reviewed and disciplined the Party Committee of the Provincial People's Committee and Mr. Pham The Dung - former Deputy Secretary of the Provincial Party Committee, former Secretary of the Party Committee, former Chairman of the Gia Lai Provincial People's Committee.

The assessment of violations and shortcomings of Mr. Pham The Dung and the Party Committee of Gia Lai Provincial People's Committee for the 2011-2016 term was conducted since the 17th session of the Central Inspection Committee. Accordingly, this agency assessed that Mr. Dung's violations and shortcomings were serious, leaving many consequences that are difficult to overcome, causing negative public opinion among cadres, party members and people, reducing the prestige of the party organization and individuals.

Pursuant to Regulation No. 181-QD/TW of the Politburo on disciplinary action against violating Party members, the Central Inspection Committee decided to impose a disciplinary warning on Mr. Pham The Dung.

The Central Inspection Committee also requested the Standing Committee of Gia Lai Provincial Party Committee to consider and discipline the Party Committee of Gia Lai Provincial People's Committee for the 2011-2016 term according to its authority.

Regarding the review and disciplinary action against Mr. Nguyen Van Thu - former Standing Deputy Secretary of Dak Nong Provincial Party Committee, the Central Inspection Committee's announcement also reiterated the conclusion from the 17th session. During his tenure as Standing Deputy Secretary of the Dak Nong Provincial Party Committee for the 2010-2015 term, Mr. Nguyen Van Thu was irresponsible, did not direct inspection and supervision, allowing violations to occur in the investment and construction of the Provincial Archives; violated the Secretariat's regulations on the responsibility to set an example for cadres and party members, especially key leaders at all levels.

The Central Inspection Committee decided to impose disciplinary action against Mr. Nguyen Van Thu.

In addition, at the 19th session, the Central Inspection Committee also reviewed reports on the results of the inspection of the implementation of inspection, supervision and party discipline enforcement tasks for the Standing Committee of the Provincial Party Committee and the Provincial Party Committee Inspection Committee of Dak Lak, Tay Ninh and Vinh Long provinces; party finance inspection for the Standing Committee of the Provincial Party Committee of Quang Tri and Ninh Thuan provinces; supervision of the Standing Committee of the Ninh Thuan Provincial Party Committee, the Party Committee of the Quang Binh Provincial People's Committee and a number of individuals; inspection of the reception and handling of petitions, and reception of party members and citizens for the Bac Ninh Provincial Party Committee Inspection Committee.

Through the results of inspection and supervision, the Central Inspection Committee pointed out the advantages, limitations, and shortcomings and requested Party committees and organizations at all levels to learn from experience and promptly take measures to overcome and correct them in the coming time.
