(Baonghean.vn) - Vice Chairman of Nghe An Provincial People's Committee Nguyen Van De said that with a sense of responsibility towards voters of the province, the Provincial People's Committee has directed departments, branches, sectors and localities to actively and proactively research, receive, resolve and fully respond to 100% of the petitions and requested contents.

At the 11th Session of the 18th Provincial People's Council, on the morning of December 7, Comrade Nguyen Van De - Vice Chairman of the Provincial People's Committee reported the results of handling voters' petitions before, during and after the 7th Session of the 18th Provincial People's Council.

Accordingly, the 7th session of the 18th Provincial People's Council had 92 opinions and recommendations before the session; 40 opinions and recommendations during and after the session were sent to the Provincial People's Committee for resolution; including the following areas: Investment, construction; industry and trade; natural resources and environment; agriculture and rural development; transportation; finance; culture and sports; labor, war invalids and social affairs; education and training; health, social insurance; internal affairs; justice, national defense - security.

Receive and resolve voters' petitions

Voters in Nghi Loc district reported that in Nghi Hung commune, there are still many households that have been screened to receive support for building houses for people with meritorious services according to Decision 22 of the Prime Minister, but so far, it has not been implemented. Request the Provincial People's Committee to direct the inspection and resolution.

Regarding this content, the Provincial People's Committee replied: Accepting the voters' recommendations, the Provincial People's Committee has directed the Department of Construction to consider and resolve. According to the report ofDepartment of ConstructionCurrently, in Vinh city and Nghi Loc district, there is no case of meritorious people approved by the Provincial People's Committee but have not received support. In Nghi Hung commune, there are currently 34 households of people with meritorious services to the revolution but are not on the list assessed and approved by the District People's Committee, so they are not receiving financial support.

Vice Chairman of the Provincial People's Committee Nguyen Van De also said: To continue to provide preferential housing support for people with revolutionary contributions, the Government issued Decree No. 131 dated December 30, 2021 detailing and implementing measures for the Ordinance on preferential treatment for people with revolutionary contributions.

Currently, the Ministry of Construction has drafted the Prime Minister's Decision on the level of support for new construction or renovation and repair of houses for people with revolutionary contributions, relatives of martyrs and the rate of support allocation from the central budget, the rate of counterpart support capital from the central budget to collect comments from localities.

After this Decision is issued by the Central Government, the Provincial People's Committee will direct the Department of Construction and related departments, branches and localities to continue to organize support for new construction or renovation and repair of houses for people with revolutionary contributions and relatives of martyrs.

Regarding the opinion of voters of Chau Hong commune, Quy Hop district, the provincial People's Committee requested that the provincial People's Committee pay attention to regulating the revenue from mineral exploitation rights and environmental protection fees for Quy Hop district, but should not include it in the budget balance to support economic development, environmental protection and state management in the area. This content was reflected at the 2nd session of the Provincial People's Council, the Department of Finance responded that it would develop a plan for adjustment and regulation. However, it has not been implemented so far.

This content was answered by the Provincial People's Committee, according to the provisions of Clause 1, Article 7 of the State Budget Law: Revenues from taxes, fees, charges and other revenues as prescribed by law are fully included in the state budget balance. Therefore, the recommendation not to include revenues from mineral exploitation rights fees and environmental protection fees in the budget balance is inappropriate.

This content was responded by the Provincial People's Committee, the Provincial People's Council issued Resolution No. 20 dated December 9, 2021 on regulations on decentralization of revenue sources, expenditure tasks; percentage (%) of revenue sharing among local budget levels in Nghe An province for the period 2022-2025; Resolution No. 21 stipulates principles, criteria and norms for allocating regular local budget expenditure estimates in 2022, stable until 2025 in Nghe An province.

Accordingly, the rate of regulating the above-mentioned revenues and the level of environmental career allocation for district and commune budgets in the period of 2022 - 2025 have been increased compared to the period of 2016 - 2021.

Through regulations, localities have revenue from activitiesmineral exploitation(including Quy Hop district) has been given priority in allocating additional resources to support socio-economic development and environmental protection in the area.

Voters of Nghia Tho commune, Nghia Dan district proposed that the Provincial People's Committee direct research not to increase tuition fees for preschool students from 40,000 VND/child/month to 60,000 VND/child/month, because after the Covid-19 pandemic, people are facing difficulties, especially in remote areas and ethnic minority areas.

Regarding this content, the Provincial People's Committee responded that on July 14, 2022, the Provincial People's Council issued Resolution No. 14 regulating tuition fees in public educational institutions and tuition support levels for private primary school students who are eligible for tuition exemption and reduction policies according to regulations under the management of Nghe An province from the 2022-2023 school year to the 2025-2026 school year. In particular, the tuition fees for direct study in the 2022-2023 school year for preschool educational institutions are specifically as follows:

+ Urban areas: 300,000 VND/student/month;

+ Rural areas: 100,000 VND/student/month;

+ Ethnic minority and mountainous areas: 50,000 VND/student/month.

(Online tuition fee is 80% of the direct tuition fee specified above).

The tuition fee prescribed in Resolution No. 14 dated July 14, 2022 of the People's Council of Nghe An province is the floor level according to the provisions of Decree No. 81 dated August 27, 2021 of the Government.

Regarding the content, voters of Thanh Son commune, Thanh Chuong district requested the Provincial People's Committee to consult with the Investor of Ban Ve Hydropower Project to deploy the construction of items: rural market, martyrs' memorial stele, playground, training ground... for 2 resettlement communes, because this is one of the items mentioned in the Resettlement Project.

This issue was answered by the Provincial People's Committee. Regarding the contents related to the existing problems and difficulties in the work of compensation, support and resettlement of Ban Ve Hydropower Plant, the Provincial People's Committee reported and requested the Prime Minister to pay attention, promptly consider and direct the Ministry of Industry and Trade, the State Capital Management Committee, and EVN to promptly resolve the existing problems and difficulties in the work of compensation, support and resettlement of Ban Ve Hydropower Plant.

In the coming time, the Provincial People's Committee will continue to direct relevant departments, branches and localities to work with the Ministry of Industry and Trade to have a plan to resolve the above content.

Timely implementation of questioning conclusions

Accordingly, regarding the implementation of Resolution No. 11 dated January 30, 2022 of the Government on the Socio-Economic Recovery and Development Program and the implementation of Resolution No. 43 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and social security work. The Provincial People's Committee has directed the Department of Health to coordinate with the Department of Finance and localities in the province to review and ensure that no payment of benefits to the health sector is missed as well as to resolve difficulties and problems regarding benefits and policies in the prevention and control of the Covid-19 epidemic.

Focus on directing the implementation and completion of policies to support workers and employers facing difficulties due to the Covid-19 pandemic. The whole province has 7,469 workers, 6,580 business households, and 471,852 beneficiaries of the policy; the total implementation cost is 469,860.179 million VND.
