At the meeting on the morning of June 12, the National Assembly Standing Committee gave opinions on explaining, accepting and revising the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.
From June 11, at the National Assembly House, under the chairmanship of National Assembly Chairman Tran Thanh Man, the 15th National Assembly Standing Committee held its 34th session.
The meeting will give opinions on projects and draft laws with many different opinions to complete the dossiers of the projects to ensure quality, and submit them to the National Assembly for approval at the 2nd phase, 7th session, 15th National Assembly.

Previously, at the first session, the 7th session, the 15th National Assembly, the National Assembly listened to comrade Nguyen Chi Dung - Member of the Party Central Committee, Minister of Planning and Investment, authorized by the Prime Minister, present the Draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province.
In the report to the National Assembly on the draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province, the Government emphasized the necessity of issuing the Resolution with political, legal and practical bases.

The National Assembly's draft resolution stipulates 4 groups of fields with a total of 14 policies, including: State financial and budget management (4 policies); investment management (6 policies); urban and forest resource management (2 policies); organizational structure and staffing (2 policies).
Of these, 2 completely similar policies have been allowed by the National Assembly to be applied in other localities; 8 similar policies have been allowed by the National Assembly to be applied in other localities, with adjustments and supplements to suit the reality of Nghe An province or similar to the draft revised Law on the Capital; 4 newly proposed policies are suitable for the development reality of Nghe An province.

At the discussion session in the hall on the afternoon of June 6, the majority of National Assembly deputies agreed on the necessity of issuing a Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province and said that the Government's submission to the National Assembly for consideration and decision on the Draft Resolution of the National Assembly on piloting the addition of a number of specific mechanisms and policies for the development of Nghe An province has political and legal grounds and is within its authority.
Some opinions of National Assembly deputies proposed expanding the scope of revenue retention and support in the entire Nghe An province; calculating the policy of allocating public investment capital from the central budget for the period 2026 - 2030...
On that basis, the Standing Committee of the Finance and Budget Committee coordinated with the drafting agency and relevant agencies to review, absorb to the maximum and specifically explain the opinions of the National Assembly Deputies, expressed in the draft Resolution; completing a technical step.

At the meeting, members of the National Assembly Standing Committee basically agreed with the direction of receiving and explaining the opinions of National Assembly deputies on the draft Resolution of the Finance and Budget Committee; at the same time, they gave their opinions on the mechanism and policies for using local budgets to support specific localities in Nghe An province to carry out socio-economic development tasks and ensure national defense and security in the province.
Concluding this content, Vice Chairman of the National Assembly Nguyen Duc Hai said that the National Assembly Standing Committee highly appreciated the National Assembly's Finance and Budget Committee, the Ministry of Planning and Investment, Nghe An province and relevant agencies for actively studying, receiving and explaining opinions to continue perfecting the draft Resolution.

Through discussion, the National Assembly Standing Committee basically agreed with the direction of receiving and explaining major issues of the draft Resolution as proposed by the National Assembly's Finance and Budget Committee.
However, to ensure the quality of the draft Resolution submitted to the National Assembly, it is recommended that the Finance and Budget Committee coordinate with relevant agencies to review and absorb and explain the opinions of National Assembly deputies and the opinions of the National Assembly Standing Committee at the meeting; at the same time, fully institutionalize the policies of the Party and State, fully meeting the requirements when building, amending and supplementing specific mechanisms for Nghe An province.

In particular, it is necessary to supplement impact assessment to expand the scope of application of mechanisms and policies allowing provinces and centrally-run cities to use their local budgets to support specific areas of Nghe An province, not just Nam Dan district and the Western region.
The National Assembly Standing Committee assigned the Finance and Budget Committee to preside over and coordinate with the drafting agency and relevant agencies to study and absorb the opinions of the National Assembly Standing Committee, complete the draft report on acceptance and explanation and the draft Resolution, and carry out the steps in accordance with the procedure to submit to the National Assembly for consideration and decision.
