(Baonghean.vn) - Detecting limitations and shortcomings to promptly propose solutions, thereby providing solutions to improve efficiency in encouraging investment and exploiting traffic works in the form of BOT in accordance with the law - that is the purpose of the thematic monitoring program on the implementation of legal policies on investment and exploitation of traffic works in the form of BOT.

In Nghe An province, the National Assembly's supervision delegation visited the following locations: The delegation directly inspected the site at the National Highway 1A expansion project, section Km368+400 (Nghi Son) - Km402+330 (Cau Giat), Thanh Hoa and Nghe An provinces under the form of a Build - Operate - Transfer (BOT) contract approved by the Ministry of Transport in Decision No. 412 dated February 20, 2013 with private capital by the Joint Venture of Corporation 319 - Cienco4.

The project will use the capital from toll collection at Hoang Mai toll station to recover capital from May 1, 2015. According to the contract between the Ministry of Transport and the Joint Venture Investor, the expected duration is 17 years, 5 months and 15 days.

On March 20, the National Assembly Standing Committee's Supervisory Delegation led by Mr. Nguyen Huu Quang - Vice Chairman of the National Assembly's Finance and Budget Committee conducted a thematic supervision on "Implementation of legal policies on investment and exploitation of transport works under the form of contracts - build - operate - transfer (BOT) in Nghe An province". Comrades: Nguyen Hong Truong - Deputy Minister of Transport, Huynh Thanh Dien - Vice Chairman of the Provincial People's Committee attended the Supervisory Delegation.

Next, the field supervision team inspected the project of the different-level intersection between National Highway 1 and National Highway 48B, the section of National Highway 48B connecting from the intersection to Lach Quen port with a total investment of 371.11 billion VND (added to the project of expanding National Highway 1A, Nghi Son - Cau Giat section) and the Vinh City bypass project.

At the works inspected by the inspection team, the contractor and the BOT Project management unit, the Joint Venture of Traffic Construction Corporation 4 and Corporation 319 of the Ministry of National Defense, provided a number of issues related to capital sources, construction time, route length, management methods, and project exploitation after completion to the National Assembly's Supervision Team.

Based on the actual results, the National Assembly Standing Committee's Supervisory Delegation will collect, review, and help the National Assembly Standing Committee re-evaluate the system of policies and laws on encouraging investment and exploitation of traffic works under the BOT model.

At the same time, it is necessary to detect limitations and shortcomings in order to promptly propose solutions, thereby perfecting the policy and legal system as well as providing solutions to improve efficiency in encouraging investment and exploiting traffic works in the form of BOT in accordance with the law.

After the field survey program, tomorrow morning (March 21), the Supervisory Delegation of the National Assembly Standing Committee will have a working session with the People's Committee of Nghe An province and related units on "Implementation of legal policies on investment and exploitation of traffic works under the form of contracts - build - operate - transfer (BOT).

The National Assembly Standing Committee has just issued a Resolution on establishing a delegation to supervise traffic works built under the BOT form - build, operate and transfer. This is the first time the National Assembly Standing Committee has decided to supervise a separate form of investment in the field of road traffic.

It is expected that the monitoring team will be implemented nationwide, the projects under monitoring are projects granted construction permits from 2011 to 2016. The purpose of the monitoring is to review and evaluate the system of policies and laws on investment incentives and exploitation of traffic works under the BOT model.
