The National Assembly Standing Committee will give opinions on the draft Law on Inspection (amended)
The draft Law on Inspection (amended) is one of the tasks included in the Project to guide the Law-making Program for the 15th National Assembly term, approved by the Politburo in Conclusion No. 19-KL/TW dated October 14, 2021.
This draft law is expected to be commented on by the National Assembly Standing Committee at the 10th session on the afternoon of April 18 before being submitted to the National Assembly.

The Law on Inspection is an important law not only on the organization and operation of State Inspectorate agencies and agencies assigned to perform specialized inspection functions, but also related to many other agencies in the State apparatus and has a very wide scope of application. The day President Ho Chi Minh signed the Decree establishing the Government's Special Inspectorate (November 23, 1945) has been nearly 80 years.
Over time, the organization and operation of our country's inspection agency system has increasingly developed and improved according to the ideas of promoting the role of inspection in State management left by President Ho Chi Minh.
Next, the current Law on Inspection passed by the 11th National Assembly (2010) is a milestone marking the completion of the legal aspects of the organization and operation of inspection in our country. Up to now, after more than 12 years of implementation, the Law on Inspection 2010 has created an important legal basis for perfecting the organization and improving inspection activities, contributing to the stability of socio-economic development, improving the effectiveness of State management and preventing and combating corruption and negativity.
However, the current Law has not yet concretized the Party's innovation viewpoints over the past 10 years and the 2013 Constitution. On the other hand, through the implementation process, the Law has revealed limitations and difficulties, reducing the effectiveness and efficiency of inspection activities, failing to meet the requirements and tasks of the new situation in the context of market economic development and increasingly deep international integration. Therefore, amending the 2010 Inspection Law is necessary.
The draft Law on Inspection (amended) is expected to promptly institutionalize the Party's guidelines and policies related to inspection work in Resolution No. 18-NQ/TW dated October 25, 2017 on a number of issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient, Resolution No. 26-NQ/TW dated May 19, 2018 on focusing on building a team of cadres at all levels, especially at the strategic level, with sufficient qualities, capacity and prestige, equal to the tasks; overcoming limitations, difficulties and inadequacies in the implementation of the Law on Inspection in the past time; ensuring the synchronization and unity of the legal system, contributing to improving the effectiveness of inspection activities to meet the requirements and tasks in the new situation...
As an important law with a very wide scope of application, the draft Law on Inspection (amended) regulates the organization and operation of State inspection. The viewpoint and principles of amending the Law on Inspection are to thoroughly grasp and concretize the guidelines, policies and strategies of the Party and State on inspection work; in accordance with the requirements of State administrative reform; institutionalize the provisions of the 2013 Constitution in accordance with the functions and tasks of inspection, citizen reception, settlement of complaints and denunciations and prevention and combat of corruption and negativity; meet the requirements of strengthening the Party's inspection and supervision work, ensuring effective coordination between the supervision, inspection, examination and auditing work of the State apparatus and the entire political system; clarify and strengthen the responsibility and authority of the Head of State management agencies in leading inspection work, handling arising issues discovered through inspection activities...
According to the 2022 Law-making Program decided by the National Assembly and the 2022 Work Program of the National Assembly Standing Committee, the Draft Law on Inspection (amended) will be submitted to the National Assembly Standing Committee for consideration at the 10th session on the afternoon of April 18 and submitted to the National Assembly for consideration and first comments at the upcoming 3rd session (May 2022).
Previously, to prepare the contents of the draft Law on Inspection (amended) at the 10th Session of the National Assembly Standing Committee, on the afternoon of March 31, the National Assembly's Law Committee held a preliminary review session on the contents of the draft Law on Inspection (amended).
