(Baonghean.vn) - On the morning of May 9, a working delegation of the National Assembly's Judicial Committee led by Mr. Hoang Van Lien - Deputy Chairman of the Committee, had a working session with the Provincial People's Court and the Military Court of Military Region 4 to survey the implementation of the Law on Organization of People's Courts in 2014.

Attending the meeting, on the side of Nghe An province, there were comrades: Nguyen Nam Dinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council; Vo Thi Minh Sinh - Member of the Provincial Party Standing Committee, Chairman of the Provincial Fatherland Front Committee; Tran Ngoc Son - Member of the Provincial Party Executive Committee, Chief Justice of the Provincial People's Court; leaders of the provincial Justice sector, the Provincial National Assembly Delegation, and the Military Court of Military Region 4.

At the working session, the delegation listened to the leaders of Nghe An Provincial People's Court and Military Court of Military Region 4 report on the implementation of assigned functions, tasks and powers according to the Law on Organization of People's Courts 2014.

From January 1, 2017 to September 30, 2022, the People's Courts at two levels of Nghe An province accepted 50,455 cases and resolved 50,031 cases, a rate of 99.16%. Of which, the Provincial People's Court accepted 6,731 cases and resolved 6,368 cases, a rate of 98.8%; the District People's Court accepted 43,592 cases and resolved 43,300 cases, a rate of 99.33%.

Up to now, the Provincial People's Court and 19 District People's Courts have organized online trials for 333 cases and conducted online trials for 5 administrative cases. However, the allocation of investment funds to ensure the necessary conditions for facilities, equipment, and means for organizing online trials has not met the requirements.

In recent years, the number of civil cases handled by the People's Court at two levels of Nghe An province is very large (accounting for 3/4) of all types of cases. This is the type of case in which the Court conducts investigation, verification, and evidence collection right from the time of acceptance. However, the implementation and compliance with decisions on requests for documents and evidence from the parties or related persons is still very limited.

At the working session, leaders of Nghe An Provincial People's Court and Military Court of Military Region 4 also raised difficulties, obstacles and shortcomings in implementing the 2014 Law on Organization of People's Courts in performing assigned functions, tasks and powers.

Specifically, the staff of the support department, especially at district-level units, has not been supplemented; judicial officers have to concurrently hold many other tasks; policies and salaries for judges and judicial positions are still low.

On the other hand, the Law on Organization of People's Courts 2014 has not yet specified the content of ensuring safety for cadres and civil servants holding judicial titles when performing official duties; the compensation regime for the Jury is still low compared to the requirements of the job and responsibilities;...

Speaking at the meeting, Comrade Nguyen Nam Dinh - Permanent Vice Chairman of the Provincial People's Council and Comrade Vo Thi Minh Sinh - Chairman of the Provincial Fatherland Front Committee discussed the difficulties and obstacles in the activities of the People's Jury; at the same time, it was suggested that it is necessary to specify more clearly the standards and requirements for the personnel of the People's Jury; there should be a coordination regulation between the Jury and the Provincial People's Court...

Delegates attending the survey also discussed and clarified a number of inadequacies, obstacles and difficulties in the implementation of the Law, focusing on issues related to the organization of the People's Court; establishment of a specialized People's Court of First Instance; judicial titles in the People's Court; functions, tasks and composition of the Council for Selection and Supervision of Judges...

Concluding the working session, Comrade Hoang Van Lien - Deputy Chairman of the National Assembly's Judicial Committee emphasized that the survey delegation highly appreciated the preparation work of the People's Court of Nghe An province and the Military Court of Military Region 4.

The Vice Chairman of the National Assembly's Judicial Committee also highly appreciated the efforts of the People's Courts at two levels of Nghe An province and the Military Court of Military Region 4 in implementing assigned political tasks, the rate of resolving and trying all types of cases is very high, exceeding the target set by the National Assembly; the quality of the trials is good.

Regarding difficulties, problems, and inadequacies along with recommendations and proposals at the survey, the delegation will seriously absorb, synthesize, and report to the National Assembly.
