The role of Party cells in building new rural areas in Nghia Phu

Nghia Phu village, Quynh Nghia commune (Quynh Luu), most of the people are salt workers, seafarers, and carpenters. Salt production only lasts about 4 months a year, income is unstable, and people's lives are still difficult. The traffic situation is quite complicated because there is a provincial road running through it, the village roads and alleys are narrow, there are some "bottlenecks", the rural roads in phase 1 have only been concreted more than 30%. These are the most difficult problems that the village party cell is always concerned about, how to make the roads and sidewalks clear, improving the quality of life of the people.

Faced with that situation, the Party cell held a meeting and assigned each Party member to be in charge of 10 or more households. In addition, the mass organizations: youth, women, war veterans, farmers, Red Cross, education promotion, etc. actively propagated and mobilized members to participate in practical and effective activities, so the resolutions of the Party at all levels and of the Party cell quickly came into life and were supported by the people.

With the skillful work, exemplary role, creativity and dedication of comrade Hoang Ngoc Binh - Party cell secretary and comrade Truong Dac Ky - Deputy Party cell secretary and village chief, the construction of new rural areas in Nghia Phu village achieved results beyond expectations.

In phase 1, the village mobilized people to donate land and assets worth nearly 1.8 billion VND. People also lent the village 390 million VND. In particular, the village chief's family lent the village 200 million VND. People owed 300 million VND in wages and donated more than 30 million VND in cash.

As a result, the hamlet has built nearly 1,200 meters of grade A road, 4.5 meters wide, nearly 1.5 kilometers of concrete ditch, 650 square meters of cultural house yard; 5 bridges, 1 culvert across the ditch, hundreds of meters of concrete road; restored the surrounding wall, and other works, with a total value of nearly 2.3 billion VND.

Thanks to the consensus of the people, the dynamism of the village cadres, the front committee, and the mass organizations, the project achieved good quality. The village's creative approach saved the people over 1 billion VND.

The achievements in the first phase of traffic construction have created trust among the people in the policies and methods of traffic construction of the village leaders. Therefore, entering the second phase of new rural traffic construction - the most difficult phase due to the narrow terrain structure, entangled with many households, but with the experience of propaganda and mobilization of the secretary, the village chief, implementing the motto of the state and the people working together, Nghia Phu village has quickly succeeded.

At the end of 2017, the village continued to mobilize people to donate land to open roads and workdays to increase the value of new rural construction in terms of traffic and irrigation canal criteria. According to the mechanism of people know, people discuss, people do, people check, after being mobilized by the Party cell and the village, people contributed money to build traffic. The village executive committee hired workers from the village, wherever the road was opened, people in that residential group came to work to self-monitor the quality of the project, etc. By doing this, the project achieved good quality, ensured technical design, did not cut corners on materials, and saved 40% of the total construction value.

In early 2018, Nghia Phu residents were delighted when the narrow, "bottleneck" roads of the past were now opened up. 3 A-class inner-village roads were completed with a total length of nearly 300 meters, more than 3.5 meters wide, and a 16 cm thick concrete surface; 3 ditches were completed with a length of nearly 300 meters, with a total construction value of 650 million VND.

To get new roads, people donated nearly 80 m.²Roadside land, many perennial fruit trees, total value of nearly 140 million VND, typically Mr. Minh's and Mr. Chinh's families did not hesitate to donate land and property when mobilized by the village. Mr. Truong Dac Ky - Deputy Secretary, Hamlet Chief in the first phase lent the hamlet 200 million VND, this phase, he continued to mobilize his children and grandchildren who were working far from home to lend the hamlet 150 million VND to build the new rural area.

Leading us to visit the newly completed difficult roads, comrade Truong Dac Ky could not hide his joy:“These roads used to be dirt roads, only 1 meter wide, but now they have been widened to 3 – 3.5 meters, and we made the manhole covers 16 cm thick so that cars can travel conveniently.”

With the consensus of the people, the secretary and the village chief are dedicated, dynamic and creative, Nghia Phu village is not only a bright spot in building the new rural area, but also an advanced residential area, having attended the national typical conference, and received a certificate of merit from the Government for being a typical residential area.

In addition, the Nghia Phu village team won the provincial Encouragement Prize at the Residential Area Say No to Dirty Food competition organized by the Provincial Fatherland Front Committee in October 2017; was awarded a certificate of merit by the Provincial People's Committee in 2014, and the Nghia Phu village Party cell was awarded a certificate of merit by the Standing Committee of Nghe An Provincial Party Committee for 5 consecutive years of being an exemplary Party cell.

Comrade Hoang Ngoc Binh - Party cell secretary said: "Although we know it is difficult, the Party cell has decided to do it no matter how difficult it is. The difficulty of this phase is not only to remove the "bottleneck", but also to build a ditch, create a drainage channel to the outside, not allowing wastewater to flow into the salt field canal, avoiding pollution of the salt field environment, because Quynh Nghia salt has been inspected by the Japanese JICA Group to meet quality standards and wants to sign a contract for consumption. The project will be completed in time to welcome the Spring of Mau Tuat 2018.
