Young father sentenced to death for transporting heroin for foreigners

On June 19, Nghe An Provincial People's Court opened the first instance trial of defendant Quang Van Toan (25 years old), residing in Chieu Luu commune, Ky Son district, for the crime of“Illegal drug trafficking”.
The case file shows that while working as a worker in Laos, Toan met a local man named Ba.
In early November 2022, Ba called to discuss hiring Toan to transport drugs, promising to pay 10 million VND after the job was done. Toan agreed to the offer.

On the evening of December 1, 2022, Ba called and instructed Toan to go to the landmark marked by a tree branch on Highway 7, in Chieu Luu commune, to get the drugs. Based on the above instructions, Toan got 8 heroin cakes and brought them back to hide in the fence near his house.
At 2am on December 5th, following the instructions of the Laotians, Quang Van Toan delivered 4 heroin cakes to a woman waiting nearby. While Toan was looking for a customer to deliver the “goods”, he was caught red-handed by the police.
At this time, Toan confessed to the amount of drugs he was hiding in his house, so the authorities seized the remaining drugs. The investigation agency determined that Quang Van Toan must bear criminal responsibility for transporting nearly 2.8 kg of drugs.
At the trial, the defendant expressed his sincere attitude and confessed to his crime. The defendant said that because he was greedy for 10 million VND in salary, he transported drugs for hire.
Toan presented his difficult circumstances, being a poor household, an ethnic minority, raising two young children (6 and 4 years old) to ask for a chance to live.
Considering that the defendant's crime was dangerous to society and the amount of drugs he transported was large, the panel sentenced Quang Van Toan to death.
As for the man named Ba, because the defendant does not know his background or specific address, the authorities have no basis to investigate and handle him.
