Election campaigning by candidates is the activity of meeting and contacting voters or through mass media for candidates for National Assembly deputies and People's Council deputies to report to voters on their planned action program to fulfill their responsibilities as deputies if elected as National Assembly deputies or People's Council deputies and discuss issues of interest to voters; create conditions for voters to contact candidates, understand candidates better; on that basis, consider, select and elect qualified people to be National Assembly deputies or People's Council deputies.

The organization of election campaigns must ensure the following requirements:

- The election campaign is conducted democratically, publicly, equally, legally, ensuring social order and security.

- Candidates for National Assembly deputies and People's Council deputies in any constituency must campaign in that constituency.

- Election organizations and their members are not allowed to campaign for candidates.
