Campaign to compose songs about Nghe An homeland

(Baonghean.vn) - The Provincial People's Committee issued a plan to organize a campaign to compose songs about Nghe An homeland to celebrate major holidays in 2018 - 2020.

Pursuant to Action Program No. 10-CTr/Tu dated April 26, 2016 of Nghe An Provincial Party Committee to implement Resolution No. 33-NQ/TW dated June 9, 2014 of the 9th Conference of the Party Central Committee (11th tenure) on building and developing Vietnamese culture and people to meet the requirements of sustainable national development, the Provincial People's Committee has developed Plan No. 565 to organize a campaign to compose songs about Nghe An homeland to celebrate the major holidays of 2018 - 2020 as follows:

I. PURPOSE AND REQUIREMENTS:

To select new compositions to serve the major holidays of 2018 - 2020 and to encourage the people of Nghe An to work enthusiastically, building Nghe An into a model province as Uncle Ho always wished during his lifetime.

Songs written about Nghe An homeland must be of high quality in content and art.

II. CONTENT:

1. Main content of the campaign:Encourage professional and amateur musicians in the province, outside the province, and overseas Vietnamese to participate in composing songs about their homeland Nghe An.

2. Topic:

- Reflecting the great achievements that the Party Committee and people of Nghe An have strived to achieve in the fields of politics, economy, culture and society, especially the achievements during the renovation period.

- Reflects the cultural identity of 6 ethnic groups living together in Nghe An homeland.

- Praising the homeland, nature, people, potential and strengths of Nghe An.

- Encourage writing about ethnic minorities and topics of social concern such as environmental protection, investment attraction, and ethnic solidarity in the trend of integration and sustainable development.

- Encourage musicians to explore and create new ideas in lyric structure, performance methods and exploitation of folk music materials of Nghe An.

- Encourage writing about ethnic minorities and topics of social concern such as environmental protection, investment attraction, and ethnic solidarity in the trend of integration and sustainable development.

- Encourage musicians to explore and create new ideas in lyric structure, performance methods and exploitation of Nghe folk materials.

3. Time:

- Launched in January 2018

- Organize to collect works after launching until September 30, 2018

- Organizing award ceremony in October and November 2018

- Organizing the award ceremony in December 2018

4. Rules:

- Each author can submit a maximum of 02 works. The works must be written in Vietnamese, typed or handwritten clearly on A4 paper, and should be accompanied by a CD, with full name, pen name, address, and phone number written in the work, all in a sealed envelope and sent to:

- Eligible works are those that have not been published in any form and have no copyright disputes. If an award-winning work is found to violate the Copyright Law, the Organizing Committee and the Award Council will consider revoking the award and widely announce it in the mass media.

- Members of the Organizing Committee, Award Council, and Secretariat are not allowed to submit entries for the award.

- The Organizing Committee has the right to use the winning works for propaganda activities in any form as deemed appropriate. The Organizing Committee will not return the unwinning works to the authors.

5. Method of judging and announcing awards:

a. Award evaluation method:

- The Secretariat will disqualify any submitted works that do not comply with the Organizing Committee's regulations (the Organizing Committee will notify the author of these works, if any).

- Award judging principle: secret ballot of each member of the Award Judging Council

- The score of each work is the average score of the members of the Award Council (the scale and three marks are determined by the Award Council).

b. Award announcement:

The award ceremony is held after the Provincial People's Committee has approved the award results of the Award Council.

6. Prize structure and prize levels:

- 01 First Prize 40,000,000 VND

- 02 Second prizes, each worth 30,000,000 VND

- 03 Third prizes, each worth 20,000,000 VND

- 05 Consolation prizes, each worth 10,000,000 VND

7. Organizing Committee and Award Council

a. The Organizing Committee includes:

- Head of the Committee: Vice Chairman of the Provincial People's Committee in charge of Culture and Social Affairs

- Permanent Deputy Head: Director of Department of Culture and Sports

- Deputy Head:

+ Deputy Director of Department of Culture and Sports - in charge of culture and arts

+ Representative of the Provincial Party Committee's Propaganda Department

+ Chairman of Nghe An Literature and Arts Association

+ Representative of Radio and Television Station leadership

- Members include: Representatives of the Department of Information and Communications, Nghe An Newspaper, leaders of some specialized departments of the Department of Culture and Sports.

b. Award Council:Invite prestigious musicians of the Vietnam Musicians Association and the Nghe An Musicians Association Branch

III. ASSIGNMENT OF RESPONSIBILITIES:

1. Department of Culture and Sports:Responsible for consulting and implementing:

- Prepare a list of the Organizing Committee, Award Council, and Secretariat for the Provincial People's Committee to decide.

- Announce the song writing campaign on mass media

- Send invitations to participate in the song composition campaign to the Department of Culture, Sports and Tourism, School of Culture and Arts, Literature and Arts Associations of provinces and cities nationwide; musicians, composers...

- In coordination with Radio and Television, Nghe An Newspaper organized propaganda for the campaign to compose songs about Nghe An homeland on mass media so that musicians could send their works to participate.

- Organize the collection of works participating in the song writing campaign

- Organize meetings of the Organizing Committee of the campaign to compose songs about Nghe An homeland

- Organize the awarding ceremony in Hanoi (rent an office, arrange drinks, fruits, rent a DVD player, screen, speakers to serve the awarding ceremony, pay the allowance for the Awarding Council (15,000,000 VND/person) and the Secretariat (5,000,000 VND/person)

- Organize the arrangement, recording, and staging of 12 excellent works selected from the campaign to perform at the closing ceremony

- Carry out award procedures for winning works

- Arrange the location and prepare the conditions for the closing ceremony (decoration, drinks, sound system, fresh flowers, entertainment program, waiters)

- Organize promotion of award-winning works

- Make a list of delegates invited to attend the closing ceremony

- Arrange to welcome delegates attending the closing ceremony (arrange accommodation for delegates of the Vietnam Musicians Association)

- Consulting on organizing the closing ceremony

- Consulting Speech at the closing ceremony

- Estimated budget for the campaign

2. Department of Information and Communications:Directing press agencies, TV stations and the province's electronic information portal to promote the campaign to compose songs about Nghe An homeland.

3. Department of Finance:Appraisal of funding for organizing a campaign to compose songs about Nghe An homeland and submit to the Provincial People's Committee for consideration and decision

4. Nghe An Newspaper, Nghe An Radio and Television Station:

- Promote the campaign to compose songs about Nghe An homeland on Nghe An Newspaper and Nghe An Radio and Television Station.

- Open a column introducing authors and works on Nghe An Radio and Television Station

5. Nghe An Literature and Arts Association:Propaganda and mobilize members to submit works to participate in the campaign to compose songs about Nghe An homeland.

Relevant units are requested to carry out the assigned tasks in this Plan.
