Borrowing billions, police officer fled far away

Smart and agile police officer Ha Anh Tuan (born in 1982), residing in Thach Bang commune, Loc Ha district (Ha Tinh) borrowed billions of dong from a number of people inside and outside the locality, then quietly asked to leave the police force and... disappeared.

"Plug" industry card to easily borrow money


Day03/4/2013, Mr. PTTH, residing in Tan Giang ward, Ha Tinh city (Ha Tinh) denounced a police officer of Loc Ha district who took advantage of people's trust, used his police identity card to defraud hundreds of millions of dong from his family, then asked to be discharged from the army and fled the locality.

According to Loc Ha district authorities, this police officer was identified as Ha Anh Tuan (born 1982), residing in Thach Bang commune, Loc Ha district (Ha Tinh), working at the General Staff Team of Loc Ha district police since 2007.

Some information shows that, currently, not only Mr. H. is living a miserable life, half-dead with the amount of 100 million VND that Tuan wrote a loan paper for one month (from26/6/2012arrive26/7/2012) and then "bubbled". But there are many households in similar situations such as: the case of Mr. NTT, residing in Thach Linh ward (Ha Tinh city) also trusted Tuan to lend up to 250 million VND with a handwritten loan paper promising to pay after 10 days from the date29/5/2012.

Ms. TTL and her husband trusted Ha Anh Tuan, a police officer who lived in their locality, so they did not hesitate to lend him two times, the amount of up to 160 million VND, to be paid back within a month; at the same time, Ms. L.'s sister also lost over 200 million VND when Tuan pawned his Party card to borrow money. In addition, there were many other small loans with amounts ranging from a few million to a few tens of millions of VND.

According to Ms. NTTG (working at the Preventive Medicine Center of Loc Ha district), a person who accidentally guaranteed Tuan to borrow 100 million VND from Mr. PTH said: "On the day26/6/2012Tuan said he needed money to solve an urgent matter, but he could not withdraw money from the treasury yet, so he wanted to borrow money for a month to take care of the matter first, then withdraw the money the next day and pay it back. To gain trust, Tuan sent back his industry card.



The industry card under the name Ha Anh Tuan was sent as collateral to borrow money.


Tuan is a professional officer working at the general staff office, working as treasurer of Loc Ha district police and "borrowed" the excuse that the agency needed money urgently to borrow money from people without complicated procedures.

Receiving "return slip", people lose hope of getting their money back

After learning that Ha Anh Tuan had "disappeared" and had borrowed billions of dong, some creditors filed a complaint with the Loc Ha District Police asking for intervention and help.

Mr. PTH and Ms. NTTG sent a complaint to Loc Ha District Police to present the incident on November 5, 2012, but up to now, the district police have not responded or taken any action regarding their complaint.


Similarly, Mr. NTT also sent a complaint with the hope of finding Tuan's whereabouts and demanding the return of the loaned money, but was helpless before the "return receipt" of the Loc Ha District Police with the content: Currently, Ha Anh Tuan has been discharged from the police force. The content of the loan document is a civil loan relationship, there is no sign of a crime of fraud to appropriate property as the content of the complaint he reflected.

According to Lieutenant Colonel Bui Van Vinh, Deputy Chief of Loc Ha District Police: "Due to difficult circumstances, Tuan wrote a letter requesting to leave the industry and receive a one-time allowance and a discharge decision from the Director of Ha Tinh Provincial Police, effective from September 1, 2012."

“When Ha Anh Tuan was discharged from the police force, the unit took measures to revoke his CAND ID card according to regulations, but Mr. Tuan declared that he had lost his CAND ID card. The district police reported to the provincial police and widely notified agencies, organizations, and citizens, and are currently organizing a search for him.”

Loc Ha district police confirmed that Tuan has fled the area but the police cannot accept the case because "there is not enough evidence to determine that there are signs of a crime."
