According to authorities in Loc Ha district, the police officer has been identified as Ha Anh Tuan (born in 1982), residing in Thach Bang commune, Loc Ha district (Ha Tinh province), and working at the General Staff Team of the Loc Ha District Police since 2007.

Tuan was a professional officer working in the general staff office, serving as the treasurer of the Loc Ha District Police, and he "used the excuse" that the agency urgently needed money to borrow money from people without going through any complicated procedures.

Upon receiving a "rejected application," people lose all hope of getting their money back.

After learning that Ha Anh Tuan had "disappeared without a trace" along with billions of dong in borrowed money, several creditors filed complaints with the Loc Ha District Police requesting intervention and assistance.

Mr. PTH and Ms. NTTG submitted a complaint to the Loc Ha District Police on November 5, 2012, detailing the incident, but to date, the district police have not responded or taken any action regarding their complaint.


Similarly, Mr. NTT also submitted a complaint hoping to find Tuan's whereabouts and recover the money he had lent, but was also powerless in the face of the "rejection slip" from the Loc Ha District Police stating: "Currently, Ha Anh Tuan has been discharged from the police force. The loan agreement is a civil loan relationship, with no signs of fraud or misappropriation of property as alleged in his complaint."

According to Lieutenant Colonel Bui Van Vinh, deputy head of the Loc Ha District Police: "Due to difficult circumstances, Tuan wrote a letter requesting to leave the force to receive a one-time severance payment and received a discharge decision from the Director of the Ha Tinh Provincial Police, effective from September 1, 2012."

“When Ha Anh Tuan was discharged from the police force, his unit took measures to retrieve his police ID card as per regulations, but Tuan claimed to have lost it. The district police reported this to the provincial police and widely publicized the information to agencies, organizations, and citizens, while also organizing a search.”

The police in Loc Ha district confirmed that Tuan has currently fled the area, but the police cannot handle the case because "there is insufficient evidence to determine if there are signs of a crime."
