It is well known that organizational and personnel work is a science, related to the political lives of individuals, especially those who have made significant contributions. Therefore, although it is "difficult to do," we must begin immediately in agencies and organizations where key officials have committed numerous wrongdoings that have been exposed in public opinion and the press, or have been denounced by Party members and the public. For a long time, the media and public opinion have been concerned about the large but weak contingent of officials, civil servants, and public employees. Besides many other reasons, in the field of organization and personnel, there is also the situation of talking a lot but doing little, or even not doing at all.
At the recent National Assembly forum, many pressing issues were raised, requiring thorough research and specific, step-by-step solutions in each sector, locality, and organization. Failure to properly implement and enforce organizational and personnel work will lead to serious consequences. Although there are clear regulations on the procedures and rules for handling each specific stage of personnel work, such as evaluation, selection, election, appointment, dismissal, rotation of officials, public participation in personnel development and supervision, assignment and decentralization of personnel management, utilization, and ensuring the material and spiritual well-being of officials, many shortcomings, loopholes, and a lack of rigor still exist.
The competent agencies and organizations responsible for organizational and personnel work have made significant contributions to the great success of national development. However, the decline in political, ideological, moral, and lifestyle standards among a considerable number of cadres and Party members; the high rates of corruption, waste, bureaucracy, and social ills; and the weaknesses in management and administration at many levels and in many sectors... have been slow to be rectified or have not been prevented or eradicated, and are instead becoming more complex.
It can be said that the above situation stems from weaknesses and shortcomings in organizational and personnel work. Addressing pressing issues cannot be done through organizational work alone; it requires the active involvement and high sense of responsibility of Party committees and governments at all levels, first and foremost the leaders in the political system.
...We are holding Party congresses at all levels, leading up to the 12th National Party Congress. To ensure a strong Party and the people's trust, I believe we need to boldly innovate in organizational and personnel work. And, the participation of the people in finding and recommending talented individuals for the country is crucial.
