This is truly a precious thing because the actual cost for compensation and site clearance would be very large without the support of the people.

Quynh Vinh B Kindergarten project has an area of ​​6,200 m², affecting 24 households. However, to build this meaningful project, 24 households only received compensation of 55,000/m², while the State compensation price is 220,000/m².

With an area of ​​6,200 m², the compensation should have been nearly 1.4 billion, but the State only paid 330 million VND, which is only 1/4 of the price set by the State. This shows a very high consensus of the people.

Mr. Nguyen Cong Hung - Hamlet 3, Quynh Vinh Commune shared: "The local government came to mobilize and propagate land acquisition and clearance. They organized meetings and came to our homes to encourage us. My family and other households in the village saw that the school construction created better learning conditions for our children, so they happily supported it. It was a short-term loss, but it was beneficial in the long run for the whole community and our children's future."

Not only the above project, Quynh Vinh commune also has a number of projects related to site clearance such as the 537 Dong Hoi - Nghia Dan road running through the commune about 8 km; Tan Thang cement road 3 km; Vinatex garment factory built on an area of ​​3.2 hectares; 20,000 m² water plant project; 15 ha waste area...

Since learning that the State would reclaim the land, at first, many cadres, party members, and people in the commune were worried and anxious because they had settled down and had been attached to the land for a long time. That was the main means of production to ensure daily life, now that it was reclaimed, they did not know what to do to maintain their lives.

The Standing Committee of the Quynh Vinh Commune Party Committee held a meeting to assess, analyze and evaluate the ideological situation and mood of the people and discuss policies and solutions for site clearance work.

In addition to holding direct dialogue meetings with the people, the Party Committee and the commune government also announced on the loudspeaker system and publicly posted at the headquarters the policies and guidelines for implementing compensation and site clearance.

For households that do not really agree, the commune leaders also coordinate with organizations to directly visit their homes to analyze, persuade, and mobilize.

Comrade Vu Le Hung - Deputy Secretary of the Party Committee, Chairman of the People's Committee of Quynh Vinh commune said: "The locality's viewpoint is to democratically publicize projects for the people to know, from which the people can discuss. It is absolutely necessary to do it correctly, avoid mistakes that cause loss of trust and support from the people."

Thanks to the government's involvement and the people's consensus, the site clearance work in Quynh Vinh commune has been carried out relatively smoothly. There are large projects such as Vinatex Garment Factory, which have completed site clearance in less than a month. Up to now, most of the projects have been handed over to start construction.

Implementing land acquisition and compensation combined with vocational training has created jobs for Quynh Vinh people when investment projects come to the area.

Along with site clearance, Quynh Vinh also focuses on coordinating with the town's departments and branches to provide vocational training, conversion, and job creation for the people.

Up to now, in Quynh Vinh commune, 7 industrial sewing classes have been opened with 247 students, career counseling has been provided to 376 people and more than 500 worker profiles have been accepted into Vinatex Garment Factory.

The resettlement arrangements for households affected by land acquisition and clearance were implemented relatively promptly. Currently, 8 households have been arranged new accommodation and 4 households are in the process of completing procedures.
