To have money to satisfy his addiction, Hung colluded with a number of people to form a drug trafficking ring from Nghe An to Hanoi, operating with sophisticated methods and tricks.

During the investigation, on October 25, the Drug Crime Investigation Police Department, Hanoi City Police, completed the investigation conclusion and transferred the file to the People's Procuracy to propose prosecuting 3 subjects for illegal drug trafficking.

The subjects include: Nguyen Manh Hung; Ngo Van Duy (21 years old, residing in Van Chai hamlet, group 4, Tan Thinh ward) and Pham Ha Trang Huyen (23 years old, residing in group 3, Cham Mat ward, Hoa Binh city, Hoa Binh province).

Born into a well-behaved family, well-educated and with a stable job that many people dream of, Nguyen Manh Hung should have had a bright future... But then due to a loose lifestyle and lack of training, he gradually fell into decay.

After quitting his job, Hung and his wife and children moved abroad to settle down. With his wild nature, Hung continued to commit crimes in the host country and was deported back to Vietnam. He then tried many times to illegally re-enter the country to reunite with his wife and children but failed. Because of that, Hung became more and more frustrated and continued to make one mistake after another.

After returning to Vietnam, Hung opened a pawn shop and frequently interacted with people outside the society, so he used drugs. After his parents returned to their hometown, Hung rented a house and lived as a vagrant in Hanoi. He was later sentenced to 20 months in prison by the People's Court of Cau Giay District, Hanoi, for illegal possession of drugs.

Hung met Pham Ha Trang Huyen, who had a criminal record for breach of trust and appropriation of property, about 5 years ago, when Huyen moved to Hanoi to live. In January 2018, Hung rented a house in lane 39, Hoang Hoa Tham, Ngoc Ha ward, and lived with Huyen as husband and wife. Hung paid the rent, daily expenses, and gave Huyen money for her expenses.

The rented house was also the place where Hung, Huyen and some other people used to party and illegally use drugs. Among those who frequently visited this house was Ngo Van Duy, Huyen’s friend, who also had a criminal record for illegal drug trafficking.

Through Huyen's introduction, Hung got to know Duy. After being lured by Hung, Duy joined the illegal drug trafficking ring. When Hung was not at home, Duy went to the house to get drugs to deliver to customers and then brought the money back to give to Hung and Huyen... Because he needed money to illegally use drugs and rent a house to live with his lover, Duy joined the illegal drug trafficking ring.

As for Huyen, during the time she lived with Hung, she knew about the illegal drug trade because Hung often hid synthetic drugs in the TV drawer in the bedroom. Huyen knew about this because Duy often came to visit and helped Hung in the illegal drug trade. Following Hung's instructions, Huyen had repeatedly given Duy drugs to sell to customers.

Specifically, on January 16, Huyen gave Duy a package of drugs to deliver to customers and received 7.7 million VND in return. In addition to helping Hung sell drugs, on January 14, Huyen also asked Hung for a package of crystal meth with the intention of selling it to make a profit if someone asked to buy it. The police seized this amount of drugs during a search.

Through professional management, Dong Da District Police (Hanoi) received information about the above illegal drug trafficking ring and organized to destroy it. At 9:30 a.m. on January 18, in front of house number 545 Ngoc Hoi Street, Van Dien Town, Thanh Tri District, Hanoi, Dong Da District Police, Hanoi coordinated with Traffic Police Team No. 14, Hanoi City Police to inspect car with license plate 30A-772.28, caught Hung and Duy red-handed with evidence of a large amount of drugs hidden in the spare wheel compartment of the car's trunk, including more than 1 kg of Methamphetamine and a large amount of Ketamine...

The case was then transferred to the Drug Crime Investigation Department, Hanoi City Police for further investigation and clarification. Based on the collected documents, the Dong Da District Police Investigation Agency (Hanoi) issued a decision to prosecute and arrest Hung, Duy and Huyen for illegal drug trafficking. At that time, Huyen was pregnant so no preventive measures were taken, and the subject later took advantage of the opportunity to escape.

On May 10, the Hanoi Police Department issued a wanted notice for Huyen. On May 23, they arrested Huyen while she was hiding in Hoa Binh province.

According to Hung's statement, through social relationships, Hung knew a person named Da from Nghe An, living in Laos. On January 17, Da called Hung and told him to go to Nghe An to bring drugs to Hanoi to sell to Da's people. At about 4:00 a.m. the same day, Hung invited Ngo Van Duy to Nghe An to receive the goods. Hung used his father's Toyota Yaris, license plate 30A-772.28, to take Duy to Nghe An.

Following Da’s instructions, Hung and Duy went to Cau Treo Border Gate (Ha Tinh). On the way, Da told Hung that about 4 km from the border gate, whenever he saw tree branches or banana leaves on the road, he should turn the car around and open the back door.

Hung followed Da's instructions and when he was about 4 km from Cau Treo Border Gate, he saw a tree branch on the road. Hung stood on the side of the road for a while, then a man from Da standing at the edge of the forest threw a pineapple sack containing drugs at Hung's feet. Hung picked up the sack and put it in the back seat of the car and drove back to Vinh city. On the way, Hung told Duy to go down to the back seat and open the sack, take out the drugs and put them in the travel bag Hung had prepared.

Following Da's instructions, when he arrived at Nam Dan (Nghe An), Hung met a younger brother of Da named Bom to pick him up. When he arrived at Nam Dan, Hung's car met Bom's car and they both went to Vinh City (Nghe An). Afterwards, Hung gave Bom the travel bag containing drugs. Bom took it into the alley to get some of the drugs and then gave Hung the travel bag back, saying that the bag contained 1 kg of crystal meth, 2 ounces of ketamine and 60 bags of synthetic drugs.

After receiving the drugs, Hung and Duy returned to Yen Thanh (Nghe An) to rent a motel. On the morning of January 18, they were discovered and arrested while transporting the drugs to Hanoi.

Nguyen Manh Hung confessed that in addition to the above drug trafficking, Hung had previously received drugs from Da from Nghe An to transport to Hanoi and hide them at home to deliver to Da's customers for wages and retail drugs to earn the difference.
