At this session, the Central Inspection Commission inspected the Standing Committee of the Party Committee of the Air Defense - Air Force, Ministry of National Defense, for signs of violations.

Thereby, it is concluded that: The Standing Committee of the Party Committee of the Air Defense - Air Force Service violated the principle of democratic centralism and working regulations; loosened leadership and management, lacked inspection and supervision, allowing many violations and shortcomings in the management and use of land planned for defense purposes that was not immediately used for defense tasks for economic purposes, joint ventures, associations and implementation of housing projects for soldiers.

Lieutenant General Phuong Minh Hoa, former member of the Party Central Committee, former Deputy Director of the General Department of Politics of the Vietnam People's Army, during his tenure as Party Secretary, Political Commissar and Deputy Party Secretary, Commander of the Air Defense - Air Force Service, was primarily responsible for the violations and shortcomings of the Party Committee Standing Committee for the 2010-2015 term; directly signed a number of documents on land use for economic purposes, joint ventures, and associations that were not in accordance with regulations.

Lieutenant General Nguyen Van Thanh,Former Party Secretary, former Political Commissar of the Air Defense - Air Force, responsible as the head for the violations and shortcomings of the Party Committee Standing Committee for the 2010-2015 term; responsible for reviewing the list of beneficiaries of the military's housing and land policies, including a number of cases that were not eligible according to regulations.

The violations of the Standing Committee of the Party Committee of the Air Defense - Air Force for the 2010-2015 term, Senior Lieutenant General Phuong Minh Hoa and Lieutenant General Nguyen Van Thanh are serious, affecting the reputation of the Party organization and the army, to the point that they must be considered and disciplined according to Party regulations.

The comrades in the Standing Committee of the Party Committee of the Air Defense - Air Force for the 2010-2015 term are jointly responsible for the violations and shortcomings of the Standing Committee of the Party Committee and are directly responsible for the violations and shortcomings of individuals.

The Central Inspection Committee requested the Central Military Commission Standing Committee to direct a review and consider the responsibilities of relevant individuals.
