Violating alcohol concentration, 3 men in Nghe An were fined more than 100 million VND

On August 1, Permanent Vice Chairman of the Provincial People's Committee Le Hong Vinh signed Decisions to sanction administrative violations in the field of road and railway traffic against Mr. YVP (born in 1979), residing in Nghi Huong ward, Cua Lo town; Mr. N.D.T (born in 1975), residing in Truong Thi ward, Vinh city; Mr. NHC (born in 1982), residing in Lang Thanh commune, Yen Thanh district.

The penalty decision clearly stated that Mr. YVP drove a car with license plate 37A-268.xx on the road with a breath alcohol concentration exceeding 0.4 milligrams/liter of breath (test result 0.742 milligrams/liter of breath).

Mr. N.D.T drove a car with license plate 37A-213.xx on the road with a breath alcohol concentration exceeding 0.4 milligrams/liter of breath (test result 0.406 milligrams/liter of breath).

Mr. NHC drove a car with license plate 37A-223.xx on the road with a breath alcohol concentration exceeding 0.4 milligrams/liter of breath (test result 0.596 milligrams/liter of breath), and did not have a driver's license, did not carry the vehicle registration, and did not carry a valid motor vehicle owner's civil liability insurance certificate.

Accordingly, each violation is subject to a fine of VND 35 million, as prescribed in Point a, Clause 10, Article 5, Decree No. 100/2019/ND-CP dated December 30, 2019 of the Government; Clause 4, Article 23 of the Law on Handling of Administrative Violations (amended and supplemented in 2020).

In addition, Mr. YVP had his B1 driving license revoked until August 29, 2024; Mr. N.D.T had his B1 driving license revoked until November 6, 2024; Mr. NHC was fined VND 11 million for not having a driving license, VND 300,000 for not carrying the vehicle registration certificate, and VND 500,000 for not carrying a valid motor vehicle owner's civil liability insurance certificate.
