Why must we publicly discipline cadres and party members?

At the conference reviewing the work of the first 6 months of the year held in Hanoi, the Central Inspection Commission said that since the beginning of the year, this agency has disciplined and proposed the Secretariat, Politburo, and Central Executive Committee to discipline many Party organizations and Party members who have committed violations.
87 Party organizations and more than 6,000 Party members were subject to disciplinary action, including officials under the management of the Politburo and the Secretariat, due to many shortcomings and violations in leadership, direction, management of finance, public investment, large and prolonged losses, violations in personnel work, emulation and reward work, and violations of the working regulations of the Party Executive Committee, and violations of the principle of democratic centralism.

These are violations that occur over a long period of time, over many terms, some of which are very serious, causing major socio-economic and environmental consequences.
The proposal to discipline party members and party organizations that violate the law has received the people's approval and support.
That shows that the Central Inspection Committee has handled the right people, the right violations, with reason and emotion, ensuring fairness, accuracy and timeliness.
According to Associate Professor, Dr. Bui Dinh Phong - Senior Lecturer at Ho Chi Minh National Academy of Politics, recent specific incidents show that discipline within the Party is clearly, frankly and resolutely demonstrated.
Mr. Phong said: "We build good criteria, and at the same time, we must eliminate the bad. If we discover people who are involved in bad things, we must eliminate them immediately, at any time. Maybe when they are brought to the Central Government, they may not be detected, but once they are in and discovered, we must immediately remove them. If we can do that, I think we will gain the people's trust."
Resolutely handling erring cadres and party members has affirmed the fact that there are no "forbidden zones" in Party inspection and discipline, even for retired or incumbent cadres.
Recently, the conclusions and decisions on handling party members who violate the law have been publicly published in the press, helping people see and understand the strictness and determination of our Party in dealing with violations by officials and party members, without showing leniency, avoiding or covering up violations.
Mr. Nguyen Viet Chuc - Member of the Presidium of the Central Committee of the Vietnam Fatherland Front said: “The Party represents the entire people, so is it okay to not make it public to the entire people but only handle it internally? I think that handling officials and Party members who commit violations publicly is progressive and correct. Because our Party has no other interests than the interests of the people, so why should we hide it from the people? Only by making it public can we correct things, only by making it public can we learn a lesson, but if we keep it secret, it is a “crime of favoritism” that leads to our officials making more and more serious mistakes.”
According to the report of the Central Inspection Commission, in the past 6 months, the number of inspections increased compared to the same period last year, especially inspections when there were signs of violations.
Specifically, the Inspection Committees at all levels have conducted inspections when there were signs of violations with 855 Party organizations and more than 3,500 Party members.
The Secretariat disciplined two Party organizations and six Party members under the Central Committee's management. The Central Executive Committee disciplined a senior Party official.
Experience drawn from the inspections is to make the most of information channels such as: Press, public opinion, through people's petitions, and understanding the situation in the localities.
After receiving information, the Party inspection agency promptly, proactively, resolutely, comprehensively but cautiously, impartially, and objectively detects violations and resolutely inspects and handles them, without avoidance or fear of conflict.
The identification of the test object must be accurate. The test content must be correct and accurate, and the test time must also be appropriate.
Member of the Politburo - Secretary of the Party Central Committee - Chairman of the Central Inspection Committee Tran Quoc Vuong said: The conclusion of the Inspection Committee must make violators realize their shortcomings, and at the same time promptly inform the people of the conclusions of the Inspection Committee on the cases.
Mr. Tran Quoc Vuong said that Resolution 4 of the 12th Central Committee clearly states that the conclusions of the inspection committee must be made public.
“Doing this is beneficial to the Party. When people see the Party's determination, they will trust it. Others will also look at it to see the deterrent value. Publicity is very important, it has a pervasive nature. We check one thing but it affects many things, that's the only way to prevent it,” Mr. Tran Quoc Vuong emphasized.
The recent review of a series of violations by a number of central and local leaders shows that the Party building and rectification work in the spirit of Resolution 4 of the 12th Central Committee is truly strong, ringing a warning bell to anyone, holding any position, who intentionally violates Party regulations, State laws, and goes against the interests of the country and the people, will be strictly handled./.
