Traffic violation videos from citizens - an effective support channel in ensuring traffic order and safety in Nghe An

Not only stopping at direct patrolling or handling through the surveillance camera system, receiving images and videos provided by people has become an effective support channel in ensuring traffic order and safety in Nghe An. Many violations have been detected, verified and handled promptly thanks to the proactive coordination between the authorities and the people.

Many violations are handled promptly

On June 13, Road Traffic Police Team No. 5 (Traffic Police Department - Nghe An Provincial Police) received information from the public about a serious violation related to transporting people in the back of a vehicle against regulations. The clip spread on social networks recorded the image of a pickup truck carrying 8 children sitting in the back of the truck, moving in the middle of a crowded street. This image not only caused outrage in public opinion but also made many people worry about the safety of the children.

Immediately after receiving the report, the authorities investigated and identified the driver as NKL (born in 1999), residing in Chau Nhan Commune, Hung Nguyen District (old), now Lam Thanh Commune. At the police station, this person admitted that at around 10:30 a.m. on June 13, at Km02+500 on National Highway 46B, he drove a Ford pickup truck with license plate 37C-350.xx, and carried people in the truck bed. Notably, this behavior not only violated traffic safety regulations but also posed a serious risk of accidents for children. The Traffic Police Team drew up a record and proceeded to handle the case in accordance with the law.

Similarly, on June 16, Road Traffic Police Team No. 3 also received information from people reporting the situation of tractor-trailers carrying construction materials traveling on Ho Chi Minh Road without covering them with tarpaulins as prescribed. These vehicles caused soil and sand to fall, seriously affecting environmental sanitation and the safety of road users.

Immediately after that, the unit organized forces to patrol and inspect vehicles operating on the route. Through inspection, the traffic police discovered and recorded many violations. In addition to handling according to regulations, the authorities also proactively propagated and reminded businesses and vehicle owners to strictly comply with regulations on covering when transporting materials, contributing to minimizing the risk of accidents and ensuring safety on the routes.

Another incident that occurred on the evening of May 10 also attracted great public attention. A clip posted on social media captured the image of a bus stopping at a red light at Vinh Market intersection when it suddenly opened its door just as a motorcyclist carrying a woman and a child passed by. The driver's intentional act of opening the car door, along with inappropriate words, caused the car door to hit the motorcyclist, seriously threatening their safety.

Immediately after receiving the information, the Traffic Police Team of Vinh City (old) conducted verification and invited the bus driver to work. Through investigation, the bus driver was identified as D.D.L (born in 1991), residing in Phuc Son Commune, Anh Son District (old), a vehicle operator of the Dong Bac Bus Company. At the competent authority, this driver admitted his wrongdoing at 7:00 p.m. on May 10, 2025 at Vinh Market intersection, and pledged not to re-offend. The working group proceeded to draw up a record of the fine according to regulations.

The above cases are just 3 of many violations that have been handled based on people's feedback in recent times.

Ready to receive and handle seriously

In recent years, the reception and handling of violations of traffic order and safety through images and information provided by people has been increasingly focused on. The legal basis has been gradually improved, allowing the Traffic Police force to effectively apply it in handling violations.

Decree 135/2021/ND-CP, issued on December 31, 2021, clearly stipulates that images provided by citizens, including videos extracted from dash cams and mobile phones, can be used as a basis for imposing fines for traffic violations.

Previously, Circular 65/2020/TT-BCA of the Ministry of Public Security also clearly stated that, in addition to detecting and directly handling violations, the Traffic Police force is responsible for receiving and verifying information and images provided by individuals and organizations or posted on media and social networks. This is an important legal basis, contributing to making the handling of violations more objective and transparent.

In order to improve the effectiveness of ensuring traffic order and safety, the Traffic Police Department has recently established a system to receive feedback information nationwide. In particular, the phone numbers of the Heads of Traffic Police Departments in provinces and cities are publicly announced, and at the same time, integrated on platforms such as Zalo and Viber so that people can easily send images, videos, and audio reflecting violations. In particular, Major General Do Thanh Binh - Director of the Traffic Police Department, has publicly announced his personal phone number 078.9388.539 to directly receive feedback related to traffic order and safety.

In addition, official information channels such as the website, Facebook fanpage, Zalo OA account of the Department and local Traffic Police Departments are also being maintained, creating favorable conditions for people to connect, report violations or contribute opinions on the work of the functional forces.

The authorities always carefully check and verify information and images reflecting violations from people, social networks or the press. The handling always follows the principle of "correct punishment, strict punishment, no mistakes".

After receiving the images and information, the Traffic Police will verify and look up to identify the vehicle owner and driver, then invite them to work and clarify the violation before handling it according to the law. This process is carried out urgently and thoroughly, to deter violations and raise awareness of compliance with the Traffic Law in the community.

In practice, images provided by citizens, especially from dash cams or home security camera systems, have effectively supported the authorities in identifying vehicles and drivers in hit-and-run accidents. Common violations are driving in the wrong lane, weaving, swerving, and not obeying traffic signals.

However, to verify and handle the case quickly and accurately, people need to pay attention when providing information. Images or videos must clearly show the violation, clearly see the vehicle's license plate, if possible, add the time and location of the violation as well as other related details. The Traffic Police Department, Nghe An Provincial Police said that recently, the unit has received many reports from people but many of the information cannot be processed because the images are blurry, the violation is not clearly reflected, or there is a lack of information about the time and location of the violation.

The authorities affirm that they will keep the identity of the information provider absolutely confidential. However, individuals and organizations sending information must be legally responsible for the authenticity of the content. In case of detecting information or images with signs of forgery, editing, or collage, they will be transferred to the competent authority for handling according to regulations.
