Answer: According to Circular 13/TT.TU dated April 26, 2025 of the Standing Committee of Nghe An Provincial Party Committee:
- The draft documents of the Party Committee submitted to the congress include two main reports:
+ The Party Committee's political report is the central report, playing a guiding role for other documents; it must comprehensively, objectively and honestly assess the situation, achieved results, advantages, limitations, causes and lessons learned in accordance with the new situation and requirements; at the same time, absorb the guiding viewpoints, policies and major orientations in the draft documents of the 14th National Congress of the Party and of higher levels, forecast the situation to set out directions, goals, targets, tasks and feasible solutions for the 2025 - 2030 term, paying attention to breakthrough tasks and solutions with a long-term vision.
+ The review report of the Party Committee must be combative, promote the spirit of self-criticism and criticism; correctly, objectively, comprehensively and honestly assess the results of leadership, direction and organization of implementation in the 2020 - 2025 term; the results of implementing the resolutions and conclusions of the 4th Central Conference of the 11th, 12th and 13th terms associated with studying and following Ho Chi Minh's ideology, morality and lifestyle; stipulate what Party members are not allowed to do and regulations on setting examples for cadres and Party members, especially leaders; clearly point out the causes, especially subjective causes, of limitations, shortcomings and weaknesses and clearly identify the responsibilities of collectives and individuals; at the same time, it is necessary to propose plans, roadmaps and effective measures to correct and overcome in the 2025 - 2030 term.
- Building and contributing opinions to documents:
+ The process of drafting congress documents must promote democracy and collective intelligence, and spend reasonable time to collect comments from Party committees and subordinate Party organizations; have appropriate and practical forms to collect comments from veteran cadres, former leaders, intellectuals, scientists, experts, and opinions, suggestions, and recommendations from cadres, Party members, and the People. Have a plan to disseminate the draft political report on mass media so that the People can contribute their opinions. Party committees prepare draft congress resolutions for the congress to discuss and decide.
+ Congresses at all levels must devote adequate time, promote democracy, collective intelligence, and uphold the responsibility of delegates; in discussions, it is necessary to be receptive, listen, and respect each other's opinions, creating high solidarity and unity, especially on new and difficult issues.
