'The current asset declaration of officials is very funny!'

Discussing the draft law on Anti-Corruption (amended), experts said that asset declaration must go hand in hand with financial control, supervision and access to information.

Declaring assets that are "confidential" or "internal" is not okay.

Asset control of officials in recent times has not been effective, the hidden part of the "iceberg" is still intact.

What must be done so that every cadre, when promoted, must declare all his assets and the assets of his parents, siblings, and children on both sides. This can be very troublesome and complicated, but it is necessary.

Not all civil servants are required to declare their assets publicly, but key officials and leaders at all levels must declare their assets to their agencies and residential areas. There also needs to be a mechanism for people to monitor, clearly stating how much is disclosed and how much is their responsibility. Currently, declaring assets is considered confidential information, internal information, which is not good.

Close financial monitoring will know whose house it is.

To monitor and prevent corruption, the State needs a tight financial management system. For example, a high-ranking official has a house worth tens of billions of dong but claims it belongs to his parents, while his parents have passed away. If there is a tight financial monitoring system, we will know where that house came from.

The creation of assets or corruption from one's own position is also an issue that needs to be prevented. For example, when the province implements a project, it is necessary to strictly prohibit civil servants and their wives and children from owning rights or assets in that project.

Learn from the experiences of other countries

Reducing spending and paying in cash is an important solution in preventing corruption. Payment through banks will help control the origin of money and make assets transparent.

There must be clear regulations on transparency of officials' assets on the internet so that people can know and monitor. The US President must declare how many houses he has and where they live. When the Swedish Prime Minister goes on a business trip, people can know how much the plane ticket costs, which leaders he invited to dinner with, what wine he drank...

In general, we do not need to innovate anything more, just learn from the experiences of previous countries.

Any industry that is prone to corruption must declare.

The subjects of declaration should not be widespread, but should only be leaders, especially in sectors prone to corruption such as finance, land, environment, transportation... Courts and prosecutors also need to because the opportunities for corruption there are not small.

Those in the leadership, board of members, and board of directors of state-owned enterprises must definitely declare their assets, including those of their family members and relatives, not just their own. The first thing to declare is real estate, then securities, stocks, bonds...

The agency managing information on asset declarations also needs to "connect" directly with agencies trading assets, real estate, securities, bonds... to grasp changes in the assets of declarants.

Confiscation of ill-gotten assets

If we only rely on one law on anti-corruption, this is impossible. In any field, be it personnel organization or economic management, health care or education..., if there are loopholes in the law, it will still create conditions for corruption.

The Law on Anti-Corruption (amended) should focus on measures to control assets and income of officials and civil servants.

Currently, we have more than 1 million subjects who must declare their assets, but the number of people who are verified is very small and the number of people who are found to be dishonest is even smaller. If they are discovered, they will only be dealt with administratively and politically, not with regard to their assets. Many opinions suggest that the law stipulates the verification of the truthfulness of declarations, especially for those who are about to be appointed.

Many countries have given the power to verify and handle the assets of officials and civil servants to the judiciary. All assets of unclear origin must be confiscated. Possession of assets of unexplained origin is also a crime.

Must be able to explain assets

I find the current declaration of assets by officials very funny and of no value in preventing corruption. Because the people do not know how the declaration is made.

Therefore, it is necessary to publicly disclose all information on officials' asset declarations online so that people can know and monitor.

At the same time, you must explain where the property came from, when it was purchased... If the declaration is not truthful, the State will confiscate it immediately, without complaint.
