1. Concentrating agricultural land is increasing the area of ​​agricultural land to organize production through the following methods:

a) Converting agricultural land use rights according to the land consolidation and plot exchange plan;

b) Land use rights lease;

c) Cooperation in production and business using land use rights.

2. The concentration of agricultural land must ensure the following principles:

a) Ensure publicity, transparency, voluntariness, democracy and fairness;

b) Ensure the legitimate rights and interests of the State, land users and related organizations and individuals; not affect national defense and security;

c) Comply with the provisions of the law on land, civil law and other relevant legal provisions; in accordance with the land use planning and plans approved by competent authorities;

d) Suitable to the characteristics of land, terrain, climate, culture, labor transition, job conversion, and rural employment in each region, area, and locality, and suitable to market needs.

3. The State has policies to encourage organizations and individuals to concentrate land for agricultural production; to apply science and technology to economically and effectively use concentrated land funds.

The budget for land surveying, cadastral record correction, issuance of land use right certificates and property ownership certificates attached to land to carry out land consolidation and plot exchange to concentrate land for agricultural production is guaranteed by the state budget.

4. Economic organizations and individuals implementing agricultural land consolidation must prepare a land use plan and submit it to the People's Committee at the commune level for monitoring. In case the land use plan changes the land use purpose within the agricultural land group, they must reach an agreement with the land users on the return of agricultural land after participating in land consolidation. In case of agricultural land consolidation that requires readjustment of land use rights, the provisions of Article 219 of this Law shall apply.

5. People's Committees at all levels are responsible for disseminating and popularizing policies and laws, guiding and supporting parties in the implementation of agricultural land concentration and ensuring stable planning for concentrated agricultural land areas.
