Hoang Mai District People's Procuracy: Selecting breakthrough areas to improve work efficiency.

(Baonghean) - Established and operational since August 2013, the People's Procuracy of Hoang Mai Town (hereinafter referred to as the Town Procuracy) has strived to overcome numerous difficulties and challenges to successfully complete its assigned political tasks. One of the outstanding achievements is that the Town Procuracy has gradually improved the quality of prosecution and supervision of judicial activities in accordance with the requirements of judicial reform. One of the lessons learned by the Town Procuracy is that, based on closely following the directives of the higher-level Procuracy, the exercise of the power of prosecution, supervision of investigation, and trial of criminal cases has been identified as a key and breakthrough task.

The first thing the Town People's Procuracy organized and implemented was the effective supervision of crime reports by assigning officers to maintain a logbook, regularly updating the situation of crime reports to develop solutions for handling them; actively coordinating with the investigating agency and the Court to supervise reports on crime situations and handling measures. Thanks to this, along with the effective supervision of crime reports, the Town People's Procuracy contributed to the investigation agency resolving 91.5% of cases; the Town People's Procuracy resolved 98.7% of cases; and the Court resolved 100% of cases, exceeding the set target.

Over the past two years, the Town People's Procuracy has received and processed an average of over 80 criminal cases annually; supervised and approved the temporary detention and custody of hundreds of individuals; and supervised over 120 civil and economic disputes. The handling of these cases has been carried out in accordance with regulations, ensuring that no cases of wrongful arrest or prosecution, or overlooked crimes, have exceeded the investigation deadline, and no defendants have had their investigations suspended due to not committing a crime. Cases have been resolved promptly within the legally prescribed timeframe, and there have been no cases requiring further investigation between prosecuting agencies.

To ensure compliance with procedural regulations, one of the highlights of the Town's Procuracy is that in the first quarter of each year, the Procuracy, together with the investigating agency and the Court, unanimously and comprehensively resolve 100% of the cases carried over from the previous year. They regularly coordinate closely with the investigating agency and the Court to identify key cases and organize trial review sessions to improve local political performance. In 2014 alone, the investigating agency, the Procuracy, and the Town Court identified 6 key cases and resolved 4 cases through expedited procedures in line with judicial reform; they also organized 20 mobile court sessions to carry out political tasks and disseminate legal education to the people.

In judicial activities, in addition to maintaining case registers, supervising investigations, supervising trials, and other tracking records according to industry regulations to monitor cases from the outset, the Town People's Procuracy also effectively implements the regulation on "Strengthening prosecutorial responsibility in investigation activities, linking prosecution with investigation activities" in accordance with the spirit of Resolution 49 of the Politburo. For cases with complex evidence and charges, and cases identified as key cases, the leaders of the prosecuting agencies hold meetings to discuss and coordinate solutions; the Procuracy assigns competent prosecutors to closely monitor the investigation process; studies and monitors case files from the time of initiation of proceedings and throughout the entire litigation process, promptly making accurate and appropriate investigation requests and closely supervising the process of collecting and evaluating incriminating and exculpatory evidence, as well as the application of mitigating and aggravating circumstances, to ensure that prosecution and trial are conducted correctly, with the right person, the right crime, and in accordance with the law. Closely monitor the application of laws and regulations at criminal and civil enforcement agencies.

Through its oversight of judicial activities, the Town People's Procuracy discovered numerous violations and issued three written recommendations to relevant agencies to promptly rectify and correct them in accordance with regulations. Furthermore, to assess the quality of prosecutors' performance and ensure the legitimate rights of the people as stipulated in the Constitution, the Town People's Procuracy strictly adheres to the regulations on information and reporting as prescribed by the sector.

Comrade Tran Mai Chau, Director of the People's Procuracy of Hoang Mai Town, shared: "To achieve good results in our work, despite the difficult and limited human resources (when it was first established, there were only 6 people, including 4 prosecutors, and now there are 11 people, including 6 prosecutors), it is the result of the efforts and dedication of the officials and staff of the People's Procuracy of Hoang Mai Town. In addition to receiving close and timely attention and guidance from the Provincial People's Procuracy and the Town Party Committee, to ensure the orderly and stable operation of the Procuracy, immediately after its establishment, the People's Procuracy of Hoang Mai Town consolidated and established a Party branch; and promptly developed and issued all internal regulations to manage and operate the agency's activities…"

To ensure a legal framework for professional activities, the Town People's Procuracy presides over and coordinates the signing of inter-agency cooperation regulations to implement regulations on receiving and handling reports and denunciations of crimes; regulations on coordination in resolving criminal cases; regulations on receiving and handling complaints and denunciations in judicial activities; and regulations on coordination in the execution of criminal and civil judgments. Alongside strengthening the political organizations within the agency, the Town People's Procuracy also regularly focuses on Party development, resulting in the recruitment of two young Party members in less than two years; and consistently prioritizes political and ideological education and professional skills training for its staff, meeting the requirements of judicial reform.

The Procuracy seriously implemented Directive 03/CT of the Politburo on studying and following the moral example of Ho Chi Minh and Resolution 4 of the Central Committee (11th term) on Party building, in conjunction with the campaign to build a team of cadres and prosecutors who are "politically strong, professionally competent, knowledgeable in law, impartial and courageous, disciplined and responsible"; actively participated in assisting poor communes and caring for families of meritorious individuals... Several individuals received Certificates of Merit from the Chief Prosecutor of the Supreme People's Procuracy in emulation movements, and the People's Procuracy of the town was honored to receive the Flag of Excellence from the Provincial People's Committee in 2014. This recognition and encouragement is even more meaningful as the collective of cadres and civil servants of the People's Procuracy of the town are actively participating with the entire sector in emulation to achieve accomplishments in chào mừng the 55th anniversary of the establishment of the People's Procuracy (July 26, 1960 - 2015).
