Vietnam and the United States share the common view that all issues related to security, safety, and sovereignty disputes at sea between countries in East Asia and Southeast Asia should be resolved peacefully through diplomatic negotiations, in compliance with international law, the 1982 United Nations Convention on the Law of the Sea, and agreements between ASEAN and China on handling maritime issues such as the Declaration on the Conduct of Parties in the South China Sea (DOC), and that the process of building a Code of Conduct in the South China Sea (COC) should be expedited.

Both sides highly appreciated the progress of defense cooperation within the framework of the ASEAN Defence Ministers' Meeting Plus (ADMM+) and considered it one of the emerging new security structures that needs to be strengthened and promoted vigorously.

The US highly appreciates Vietnam's role in multilateral and regional cooperation frameworks and wishes to strengthen relations with Vietnam and other ASEAN countries to promote confidence-building and concrete areas of cooperation.

The US representative welcomed Vietnam's official announcement of its participation in the United Nations peacekeeping force and affirmed the US's readiness to assist Vietnam in participating effectively in this operation.

The U.S. side expressed gratitude to the government, people, and military of Vietnam for their active support in addressing humanitarian issues such as the search for missing Americans, viewing this as a symbolic area of humanitarian cooperation to promote other defense cooperation relationships.

The United States is committed to continuing to strengthen its support for Vietnam in addressing issues such as dioxin decontamination, demining, and clearing unexploded ordnance left over from the war, promoting cooperation in search and rescue operations, and disaster relief.

In particular, the U.S. is prepared to enhance cooperation between the two countries' coast guard forces, as well as in training at military schools and international education programs.

The US Department of Defense will invite ASEAN defense ministers to meet and discuss regional security issues and the direction of defense cooperation between the two sides in early April 2014 in Hawaii.

The US hopes for the presence of the Vietnamese Minister of Defense at this important meeting, and also expresses hope that the US Secretary of Defense will pay an official visit to Vietnam in 2014.

As part of the dialogue program, the Vietnamese defense delegation visited several US naval units, bases, and coast guard forces.
