Vietnam trains Master's degree holders in Science and Technology for Laos.

This morning (August 14th), the University of Science and Technology of Hanoi (USTH) and the Department of Higher Education of Laos (Ministry of Education and Sports of Laos) officially signed a Memorandum of Understanding on granting scholarships for the International Master's Program in high-tech sciences and technologies.
According to the signed agreement, USTH will participate in the Higher Education Enhancement Project of the Lao Ministry of Education and Sports (funded by the Asian Development Bank) as a partner university. According to Ms. Phonephet Boupha, Director of the Higher Education Department, this project has a positive impact on improving the competitiveness and career opportunities of university graduates. Currently, Laos is implementing educational reforms and aims to have 1 in 10 teaching staff with a PhD, 3 with a Master's degree, and 5 with a Bachelor's degree by 2015.

Mr. Pierre Sebban – Rector of USTH and Ms. Phonephet Boupha – Director of the Department of Higher Education signed the memorandum of understanding.
Starting from the 2012-2013 academic year, USTH will award scholarships to up to 15 officials and lecturers from the Lao Department of Higher Education and public universities in Laos (including the National University of Laos, Champasak University, and Souphanouvong University) to pursue international Master's programs at USTH in the following fields: Biotechnology and Pharmacy; Water – Environment – Oceanography; Materials Science – Nanotechnology; Energy; Information and Communication Technology; Space Technology and Applications. This scholarship covers all tuition and registration fees for the entire course.
The Higher Education Enhancement Project (Laos) will cover airfare, accommodation, and living expenses during the study period in Vietnam.
This scholarship program commenced in the 2012-2013 academic year and is expected to run until 2016. The list of scholarship applicants will be nominated by the Lao Ministry of Education and Sports, and USTH will organize on-site interview panels to select candidates based on English proficiency and academic/research capabilities.

This agreement contributes to promoting the long-term cooperative relationship between USTH and the Lao Ministry of Education and Sports in training and research in high-tech science and technology – top priority sectors for development in both countries. This agreement demonstrates the goodwill and positive contribution of USTH in particular and Vietnam in general.
