National Assembly Chairman Vuong Dinh Hue assessed that the Ministry of Information and Communications has made important changes in both building policy institutions and promoting national digital transformation.

Speaking at the working session, National Assembly Chairman Vuong Dinh Hue assessed that, in the face of the important tasks and responsibilities assigned, the Ministry of Information and Communications has made important changes, becoming one of the dynamic ministries, both in terms of policy institution building, promoting the role of state management, as well as in promoting the development of the three pillars of national digital transformation.

The head of the National Assembly also highly appreciated the Ministry of Information and Communications in press management; ensuring network information security, efforts to sweep "garbage" in cyberspace; in advising the Government to change awareness and approaches to policy communication work of state agencies; and especially in institution building."The work of building and perfecting the institutions of the Ministry of Information and Communications has had very basic achievements", National Assembly Chairman Vuong Dinh Hue commented.

Reporting to the National Assembly Chairman, Minister Nguyen Manh Hung emphasized that the Information and Communications Industry is a technology, industry and service sector, but all revolve around digital technology, which is the core technology of the fourth industrial revolution. The industry is making a great contribution to the country, being the main driving force for growth and sustainable development.

On behalf of the Ministry of Information and Communications reporting to the working delegation, Deputy Minister Pham Duc Long said that in 2022, the total revenue of the whole industry was 3,893,595 billion VND, an increase of 12.7%; budget contribution was 98,982 billion VND, an increase of 24.8%. The whole industry's workforce is over 1.5 million people, the total number of agencies, organizations and enterprises in the whole industry is nearly 85,000 units, of which there are about 70,000 digital technology enterprises.

In addition to developing production and business, the information and communications industry has also focused on building and developing institutions. During the 2021-2026 term, the Ministry of Information and Communications has been building 4 Laws including: Law amending and supplementing a number of articles of the Law on Radio Frequencies; Law on Electronic Transactions (amended); Law on Telecommunications (amended) and Law on Digital Technology Industry. The Laws expected to be built in the coming time are the Laws on post, press, publishing and digital government, which are expected to be built and amended in the coming time.

2023 has been chosen as the year of digital data, with major orientations to be focused on such as: Year of implementing signed strategies; New approach - Benefiting people, creating value, quality, sustainability; Administrative reform, promoting online public services.

Along with that, improving the ranking of Vietnam's e-Government and digital government; managing cross-border platforms; using big technologies to solve Vietnam's small problems; promoting digital technology enterprises to go abroad are also the contents that the Ministry will focus on this year.

Updating the results of national digital transformation from 2020 to present, Deputy Minister of Information and Communications Nguyen Huy Dung said that according to the United Nations' assessment, Vietnam ranked 86/193 countries in digital government and e-government, with an index in the group of high-level countries. Cyber ​​security has increased 75 places, currently ranked 25/193 countries and territories.

The contribution of the digital economy to Vietnam's GDP, according to the Ministry of Information and Communications, has increased from 11.91% in 2021 to 14.26% in 2022. Regarding digital society, Vietnam is doing well in popularizing smartphones, digital payment accounts to people and broadband fiber optic cables to households.

“Continuously for 3 years from 2020 to 2022, the assessment results of the Ministry of Information and Communications are quite similar to the United Nations, the national digital transformation index and component indexes on digital government, digital economy and digital society have all increased over the years.”, Deputy Minister Nguyen Huy Dung informed.

Committed to contributing to the organization of the Global Young Parliamentarians Conference

Preparations for the 9th Global Young Parliamentarians Conference and the National Assembly's high-level visit to several Latin American countries were also important topics discussed by delegates at the meeting.

Taking place in mid-September 2023, the 9th Global Young Parliamentarians Conference will have the theme“The role of youth in promoting the implementation of the Sustainable Development Goals through digital transformation and innovation”Based on the general theme, the thematic discussions at the conference will focus on 3 topics: Digital transformation; Startups and Innovation; Preserving and promoting cultural and human values ​​in sustainable development.

At the meeting, Deputy Minister of Information and Communications Nguyen Huy Dung presented the Ministry's proposal on 10 contents for the thematic sessions of the 9th Global Young Parliamentarians Conference. Regarding the preparation for the visit of the National Assembly delegation to some Latin American countries, the Ministry of Information and Communications also reported to the National Assembly Chairman on cooperation in the field of information and communications as well as proposed messages in the National Assembly Chairman's speech to students of the National University of Uruguay.

Members of the National Assembly delegation all highly appreciated the content proposal on digital transformation of the Ministry of Information and Communications. Mr. Vu Hai Ha - Chairman of the National Assembly's Foreign Affairs Committee commented that the 10 contents for the digital transformation session of the Ministry of Information and Communications are very suitable. Sharing the same view, General Secretary and Head of the National Assembly Office Bui Van Cuong said that out of the 10 contents proposed by the Ministry of Information and Communications, 4-6 contents can be selected for discussion at the conference such as digital transformation and opportunities to change national rankings, digital transformation and digital parliamentarians, Digital platform connecting world parliamentarians, etc.

Concluding the meeting, emphasizing that this is a great opportunity to promote the country and people of Vietnam to the world, National Assembly Chairman Vuong Dinh Hue suggested that the Ministry of Information and Communications continue to actively contribute to the organization of the 9th Global Young Parliamentarians Conference, specifically in terms of content and propaganda.

The head of the National Assembly also hopes that the Ministry of Information and Communications and large enterprises in the industry will actively participate with the Central Committee of the Ho Chi Minh Communist Youth Union, the Ministry of Science and Technology, and the Ministry of Agriculture and Rural Development in organizing exhibitions of achievements in digital transformation, innovation, and OCOP products.

Representing enterprises in the information and communications industry, Chairman of VNPT To Dung Thai affirmed that in order to promote the country's image and enhance the nation's position, the tasks assigned by the National Assembly and the Ministry of Information and Communications, enterprises will make every effort and discuss with each other to do their best.

Minister Nguyen Manh Hung affirmed that the Ministry will fully grasp the instructions of the National Assembly Chairman and organize the implementation with the most serious spirit, creating the most effective final results, especially the construction and planning of digital institutions to pave the way for national digital transformation, so that digital transformation becomes a new breakthrough development method to help accelerate and shorten the process of industrialization and modernization of the country.

The Ministry of Information and Communications commits to best prepare the contents related to digital transformation at the Global Young Parliamentarians Conference; carefully prepare the contents for the official visit to some Latin American countries of the high-ranking delegation of the Vietnamese National Assembly; ensure the quality and timeliness of the draft laws drafted by the Ministry of Information and Communications for the Government to submit to the National Assembly.

In addition to the commitment to support the construction of an e-Parliament, Minister Nguyen Manh Hung also proposed three contents for the Vietnamese National Assembly to contribute to the IPU, which are supporting conference connections between and with global parliaments; building a database of global laws in English, along with virtual assistant search tools so that parliaments of countries can exploit global knowledge and institutions; building a digital messaging and text exchange platform for parliamentarians to interact and exchange in a multilingual environment./.
