Vietnam calls on all parties to exercise restraint and respect international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the Declaration on the Conduct of Parties in the East Sea (DOC).Foreign Ministry spokesman Le Hai Binh saidrregular press conference this afternoonon the situation in the East Sea after the ruling of the Arbitral Tribunal.
In response to predictions that China could cause tension in the East Sea after the July 12 ruling of the Arbitration Court, Mr. Binh affirmed: "The Party, State, Government and people of Vietnam are always ready to take all measures to contribute to maintaining peace, stability and security in the region."
The Foreign Ministry spokesman added that Vietnam reserves its legal rights and interests in the East Sea, including sovereignty over the two archipelagos of Truong Sa and Hoang Sa and the sea areas determined according to UNCLOS.
The spokesman said Vietnam was studying the ruling and had asked the Court to "pay special attention" to Vietnam's legal rights and interests in the East Sea. "Vietnam will consider further steps to ensure national rights and interests."
For the Kyodo News agency ofJapanReporting that ASEAN will not issue a joint statement after the "cow tongue line" ruling, Mr. Binh said that ASEAN members all have a common responsibility in maintaining stability and maritime security in the East Sea.
"ASEAN's consistent stance is to resolve disputes through peaceful means, including diplomatic and legal processes."
Court of Arbitration in The Hague, NetherlandsOn July 12, the Lan government announced that the "cow tongue line" that China drew to assert its sovereignty over the East Sea has no legal basis.
The court found that China’s claims were contrary to UNCLOS and that no feature in the Spratly Islands could generate an exclusive economic zone (EEZ). China immediately rejected the ruling.
Meanwhile, the Arbitral Tribunal's ruling has received widespread support from countries around the world.
Vietnam also welcomes the Arbitral Tribunal's ruling on China's "nine-dash line" claim in the East Sea, while affirming its sovereignty over the Truong Sa and Hoang Sa archipelagos.
