Vietnam strives to have 65% of the rural population using clean water by 2025.
(Baonghean.vn) - Based on Decision No. 1622/QD-TTg dated December 27, 2022 of the Prime Minister approving the Water Resources Planning for the 2021-2030 period, with a vision to 2050, on December 29, 2022, the Chairman of Nghe An Provincial People's Committee signed Document No. 10399/UBND-NN to the Department of Natural Resources and Environment for implementation.
Accordingly, the Provincial People's Committee assignedDepartment of Natural Resources and EnvironmentTake the lead in coordinating with relevant agencies to urgently review and effectively implement the contents according to the direction of the Prime Minister in the above document; proactively advise the Provincial People's Committee and propose competent agencies to consider and decide on related issues according to regulations.

According to Decision No. 1622/QD-TTg on approving the water resources planning for the period 2021-2030, with a vision to 2050, including 5 chapters, it sets out viewpoints; objectives; scope of planning, management, regulation, distribution, exploitation, use, protection of water resources, prevention of harmful effects caused by water and solutions for implementation.
Notably, in the general objectives section, the Government raises the issue of ensuring national water security.efficient and sustainable use of water resources; regulate, distribute, protect water resources, prevent and overcome the consequences of damage caused by water, ensure balance between people's needs, socio-economic development, environmental protection; minimize damage to people's lives and property...

The goal by 2030 is to regulate and distribute water resources fairly and reasonably among localities and water exploitation and usage subjects according to the overall planning of inter-provincial river basins, ensuring economic development strategies and social security; by 2025, 100% of large and important river basins will have an overall planning of inter-provincial river basins; ensuring water resources contribute to increasing the rate of clean water use for domestic purposes of urban residents to 95% to 100% and65% of rural population has access to clean water; basically control 90% of water exploitation and use activities.

In addition, improve the efficiency and capacity of water exploitation and use, minimize water loss in the irrigation system; reduce the rate of water loss in water supply activities to 10%; protect, control, prevent and minimize the increase in degradation, depletion and pollution of water sources, strive to collect and treat wastewater to meet technical standards and regulations before discharging into the environment by 2030, reaching 30% of the total wastewater in urban areas of type II or higher and 10% in urban areas of type V or higher...

According to the approved plan, the national water planning scope is divided into 6 regions including the Northern Midlands and Mountains with 14 provinces; the Red River Delta with 11 provinces; the North Central and Central Coast regions with 14 provinces (including Nghe An); the Central Highlands region with 5 provinces; the Southeast region with 6 provinces; the Mekong Delta region with 13 provinces. The whole country has 13 major river basins.
According to the assessment and survey results, the total average water volume for many years nationwide is about 935.9 billion m3/year, of which surface water is about 844.4 billion m3/year; underground water is about 91.5 billion m3/year, mainly distributed in 13 major river basins nationwide; the average total water volume per capita is about 9,589 m3/person/year, of which endogenous water volume is about 4,421 m3/person/year. Surface water is still the main source of water supply for the water needs of industries and for socio-economic development in most regions and river basins during the planning period.

To implement the above planning, the Prime Minister proposed 6 groups of solutions including: Solutions on law, policy; finance, investment; science and technology, international cooperation; propaganda, raising awareness; training, capacity building and finally organizing and supervising implementation; at the same time assigning specific responsibilities to ministries, branches and localities to preside over and coordinate implementation./.
