Viettel new regulations for prepaid SIM usage period
Currently, there is a paradox: telecommunications businesses are always in a state of "running out" of numbers, while there are millions of prepaid SIM sets that were sold many years ago but have not yet reached customers, and are still stuck at points of sale.
This wastes digital resources and creates many inconveniences for customers when those who need to use them do not own the desired phone numbers. By regulating the usage period for unactivated prepaid SIMs, it will help improve the efficiency of using digital resources and provide users with more options to suit their needs. This also helps reduce speculation and number retention.
In addition, to limit the situation of junk SIMs and virtual subscribers to help the telecommunications market develop sustainably, the Ministry of Information and Communications issued Circular No. 14/2012/TT-BTTTT dated December 12, 2012 regulating the prices of terrestrial mobile information services. Accordingly, prepaid SIMs issued since 2013 are SIMs with 0 VND accounts to limit the situation of using SIMs instead of cards. However, Circular 14 has not had much impact on prepaid SIMs issued before 2013 with accounts greater than 0 VND currently in circulation on the market. Therefore, regulating the validity period of prepaid SIMs will help bring Circular 14 closer to life, thereby limiting junk SIMs and virtual subscribers.
Faced with the above situation, from February 11, 2014, Viettel Telecommunications Corporation implemented regulations on usage time for unactivated prepaid SIM cards.
Accordingly, prepaid SIMs connected and provided by Viettel to customers since 2014 that have not been activated will have an expiration date of December 31 of the year following the year of issuance (for example, a SIM connected in March 2014 will have a final expiration date of December 31, 2015).
-SIMs connected from 2010 or earlier are valid until June 30, 2014.
-SIMs connected and sold in 2011 and 2012 have an expiration date until December 31, 2014.
-SIMs connected in 2011 - 2013 and sold in 2013 have an expiration date until December 31, 2015.

After the specified time, unactivated prepaid SIMs will be collected and returned to the warehouse for reuse and provision to customers. In case the point of sale or agent has not sold the product by the specified time, Viettel will support the purchase of unactivated prepaid SIMs at the current price minus the discount. The time for receiving the collected unactivated SIMs is from May 1, 2014 to May 31, 2014.
