VNPT accompanies Nghe An in building e-government

(Baonghean) - Implementing the strategic cooperation agreement on Telecommunications - Information Technology (VT - ICT) between the People's Committee of Nghe An province and the Vietnam Posts and Telecommunications Group (VNPT) for the period 2014 - 2020, the two sides have carried out many cooperation activities, thereby affirming VNPT's commitment to accompany the province in building e-government.

In recent years, the Provincial Party Committee, People's Council and People's Committee of Nghe An province have regularly paid attention to leading, directing and implementing the administrative reform program in a synchronous and effective manner at all levels and sectors, from the province to the grassroots, especially the application of IT in the activities of State agencies.

Implementing the cooperation agreement, VNPT Nghe An has deployed many applications to improve the effectiveness and efficiency in the operations of State agencies, including the hospital management software system (VNPT-HIS) with the provincial Health sector. The deployment of this software meets the goals of the Ministry of Health such as: Connecting the system according to 3 levels of province, district, commune and connecting to the Ministry of Health's Data Portal since 2016; extracting health insurance payment data and extracting data...

Since July 15, 2016, the VNPT-HIS system has met the Social Insurance's requirements for interconnection with the Health Insurance Assessment Information System's Data Receiving Portal, allowing data export from medical examination and treatment facilities as a basis for the Social Insurance to assess and pay health insurance costs to medical facilities.

In particular, VNPT-HIS runs on cloud computing, allowing medical staff to access it anywhere with internet access and on any device such as computers and smartphones. Managers can easily grasp the overall situation of periodic medical examination and treatment through various utilities on the system; the administrative and operational requirements of medical facilities at all three levels: province, district, commune...

In addition, VNPT Nghe An also deployed vnEdu software for the province's education and training sector. In addition to the management function for schools, VnEdu has an electronic contact book function to connect families with schools. In the 2016-2017 school year, 230 schools in the province used electronic contact books with 74,241 books, generating 26,342 management messages.

Implementing the National program on information technology application in state agency activities in the period of 2016 - 2020 approved by the Prime Minister, Nghe An Provincial People's Committee has selected the Interconnected One-Stop Software (VNPT I-Gate) to apply to the one-stop system of departments, branches, and sectors as well as the one-stop system of districts, towns, and cities across the province.

This software is built to facilitate individuals and organizations that need to quickly resolve administrative procedures at a single access address; providing information automatically and online on the status of file processing and licensing. People can use the Internet to check and monitor the status of file processing.

The system provides an application platform to gradually allow State administrative agencies to coordinate in handling administrative procedures on the network environment in a consistent and seamless manner in the spirit of "one-stop shop". VNPT Nghe An has coordinated with the Electronic Information Portal, Department of Information and Communications to set up the system at 2 addresses: http://dichvucong.nghean.gov.vn and http://nghean.motcua.vnpt.vn to provide public administrative services on the system. On January 10, 2017, Nghe An Provincial People's Committee held the opening ceremony of "Nghe An Provincial Online Public Service Portal" with the above access addresses.

Currently, the province and VNPT Nghe An are coordinating to deploy the VNPT - iOffice document management and operation software. This is an electronic document management and operation system that helps state agencies realize the goals of building a paperless electronic office. In phase 1, the Department of Information and Communications coordinated with VNPT Nghe An to install, guide, and operate the VNPT - iOffice document management and operation software application for 6 units; thereby showing that the VNPT - iOffice software meets the needs of use, connecting and receiving documents at 4 levels including: Central, province, district, and commune.

The Provincial People's Committee has issued an Official Dispatch requesting departments, branches, sectors, district-level People's Committees, commune, ward and town People's Committees and VNPT Nghe An to deploy the document management and operation software VNPT - iOffice phase 2 throughout the province from June 1, 2017. In phase 2, VNPT Nghe An will deploy the installation, guidance and operation of the VNPT - iOffice software application at 17 department-level agencies, 19 district-level People's Committees and 434 commune-level People's Committees, except for the units that have deployed in phase 1 from June 1, 2017, completing the transfer of operation and evaluation after 3 months.

The cooperation agreement between Nghe An Provincial People's Committee and VNPT has brought about many practical results, especially in administrative reform and e-government construction, contributing to the successful implementation of Resolution 26 of the Politburo on the direction and tasks of developing Nghe An province until 2020 and Resolution 36a on e-Government. In addition to production and business activities, VNPT Nghe An has accompanied the province in many charitable and humanitarian activities, ensuring social security.

In particular, in the exciting atmosphere of summer, VNPT Nghe An is very pleased to accompany and be associated with the Youth - Children Football Tournament of Nghe An Newspaper Cup. A traditional tournament with a long history, a useful playground for students in the summer, and at the same time a place to discover and nurture talents for Nghe An and the whole country's football.
