According to information from the authorities, up to this point, they have received 119 complaints with a total amount of nearly 6 billion VND from traders and people in the case of a broken savings association related to the couple Tran Thi Soa and Cao Xuan Nam in hamlet 9, Dien Thanh commune (Dien Chau district).

According to Dien Thanh Police, this number is less than half, the rest have not filed a complaint due to fear of affecting their work. Currently, local police are mobilizing people to submit a complaint for statistics, and at the same time, coordinating with functional agencies in investigating and accurately assessing the case.
Dien Chau District Police have sent the necessary procedures to the authorities to prevent Mrs. Soa and Mr. Nam from leaving the country.
According to Dien Thanh police, Mrs. Soa and Mr. Nam have three daughters, one of whom is working in Japan, the other is married and lives far away. Mrs. Soa used to sell tofu at the market, her husband, Mr. Cao Xuan Nam (born in 1960), worked as a security guard at the People's Court of Dien Chau district.
Because she had a close relationship with the traders, Mrs. Soa quit her job and started mobilizing money from the traders in the market to contribute to her. The hui operated illegally but disguised itself as a "Charity Aid Fund".
Not only did this couple "do well", they also built up a reputation for paying interest fairly, even paying interest many months in advance, making many people trust them. They sent all their money to Mrs. Soa and Mr. Nam to receive monthly interest.
It is known that the person who contributed the least was 10 million VND, and the person who contributed the most was 800 million VND in cash. Through investigation, it is known that not only the traders at Phu Dien market, but the victims of Mrs. Soa and Mr. Nam also spread to neighboring areas such as Dien An, Dien Thinh, Dien Ngoc, Dien Ky communes...
Since the evening of September 16, Mrs. Soa had fled her home without anyone knowing where she was going. A day later, her husband also fled, causing panic among traders in Phu Dien market, Dien Chau town, and many other localities. After fleeing the area, the house of Mrs. Soa and Mr. Nam in Hamlet 9, Dien Thanh was destroyed by hundreds of creditors, and all the property in the house was taken away.

In the past 2 days, traders in the markets have been gossiping and said they received information that Mrs. Soa and her husband had been arrested by the police, but in fact, this was a false rumor. Currently, Mrs. Soa and Mr. Nam are still missing. The district police as well as the Dien Thanh commune police have also protected the house, preventing people from destroying it.
According to the assessment of Dien Chau District Police, the nature of the collection of wards and hui in markets and among the people is spontaneous, the transaction process is a civil agreement, the police as well as the local government do not know. Only when it is exposed, the victims report to the authorities and the police. Currently, the police are coordinating with relevant departments and agencies to investigate and clarify the matter.
