According to the report, the head of the informal lending group was Ms. Nguyen Thi Loan (born in 1976), residing in Hamlet 8, Tan Son Commune. Ms. Loan mobilized money from many individuals and groups through various forms of informal lending, including participating in lending schemes, buying shares in lending groups, and borrowing money. The victims in Ms. Loan's lending scheme were mostly from Tan Son Commune and surrounding areas. The lowest amount lost was tens of millions of dong, while the highest reached billions of dong.
Following the incident, the Tan Son commune authorities summoned Ms. Nguyen Thi Loan for questioning. Initial investigations revealed that Ms. Loan's debt stemmed from usurious lending and informal lending schemes. Currently, her family owes 900 million VND to the bank and approximately over 10 billion VND to over 100 individuals and informal lending groups.
According to Mr. Nguyen Ba Tan, Chairman of the Tan Son Commune People's Committee: The commune government has sent official letters to the hamlets informing residents that anyone who lent money to Ms. Loan should file a report and declare the specific amount. At the same time, the commune has requested the hamlets to widely disseminate information to the people to guide their thinking and prevent them from being incited by malicious individuals; and to implement measures to prevent debt collection and hired debt collectors that disrupt local security and order.
It has been learned that the police in Do Luong district have summoned Ms. Nguyen Thi Loan for questioning as part of the investigation to clarify the incident.
