On March 18, the People's Procuracy of Ky Son district approved the decision to prosecute Hoa Van Tien (born 1976), residing in Ta Do village, Muong Tip commune (Ky Son), for the crime of "Involuntary manslaughter" as prescribed in Clause 1, Article 128 of the Penal Code.

According to investigation documents, at around 9:00 p.m. on January 21, 2021, Hoa Van Tien went to a wedding in the village and saw his cousin Hoa Van Hach (born in 1995, living in the same village) in a drunken state, cursing indiscriminately, so Tien carried Hach into the river to soak him in water to sober him up.
When they reached the concrete road in front of the gate, Tien slipped, causing both of them to fall. Hach's head hit the road, leading to his death on the way to the emergency room.
The Criminal Techniques Department (Nghe An Police) concluded that the cause of Hoa Van Hach's death was a fractured skull and brain hemorrhage due to trauma.
Currently, Hoa Van Tien is being subject to the preventive measure of "prohibiting leaving his place of residence" to serve the investigation./.
