(Baonghean) - Resolution No. 26-NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020 clearly defines the goal as: Building Nghe An into a relatively prosperous province in the Northern region by 2015, creating a foundation to basically become an industrial province by 2020; a center for finance, trade, tourism, education and training, science and technology, health, culture, sports, and high-tech industry in the North Central region; having a synchronous and progressively modern infrastructure system; improving the material and spiritual lives of the people; having an advanced culture rich in the identity of Nghe An; strong national defense and security, and ensuring social order and safety. To achieve that goal, the Resolution outlined seven tasks and solutions that Nghe An must proactively implement and coordinate closely with central ministries and agencies to receive support in many aspects in order to successfully complete those tasks and solutions.
The Resolution can be considered a macro-level investment that helps Nghe An build and form a specific, diverse, and comprehensive development roadmap. It truly is a leverage, a crucial resource that will give Nghe An a perfect springboard and enable strong breakthroughs in the future. With this Resolution, the Party, State, Government, and central ministries and agencies will provide significant preferential treatment and support in many aspects to Nghe An. This assistance is as valuable as a huge and precious source of capital. And, just like in other large programs and projects, Nghe An – the recipient of this capital – must also prepare a matching fund to adequately receive and manage it effectively, promoting socio-economic development.
Regarding counterpart funding, in this specific context, it shouldn't be thought of simply as money. The meaning of "funding" here is much broader, and money represents only a small percentage of that counterpart funding. Specifically, departments, agencies, organizations, and localities must focus their intellect, energy, and time on thoroughly understanding the contents of the Resolution. From this understanding, they should develop specific programs and plans with high dynamism and creativity to implement the Resolution in a way that suits the socio-economic conditions, functions, tasks, and human resources of their respective agencies, localities, and units. The core issue is that these programs and plans must address the limitations and weaknesses identified in Resolution No. 26.
Regarding leadership and management: The leadership capacity of the Party Committee and the management and operation of the government at all levels lack decisiveness and creativity; at times and in some places, there is a tendency to rely on investment and support from higher levels; unity and cohesion in the leadership and direction of the Provincial Party Standing Committee have not been high at certain times. Coordination between the province and central ministries and agencies, as well as other localities in the region, has been inconsistent, untimely, and ineffective in some aspects.
Regarding mass organizations: The activities of the Fatherland Front and political organizations at the grassroots level are sometimes superficial and ineffective. In addition, it is necessary to build a team of impartial and competent officials at all levels by increasing their intellectual capacity and knowledge. Don't complain about a lack of resources; the entire province of Nghe An currently has a "stockpile" of thousands of young people, well-trained from public universities, who are currently lacking opportunities to showcase their talents and youthful enthusiasm. We must find ways to utilize this young intellectual resource to serve the development of our homeland in this new phase.
In short, Nghe An's counterpart funding here refers to its ability to receive, apply, and utilize Resolution 26 of the Politburo in the most effective way for socio-economic development and strengthening national security and defense. This counterpart funding is currently quite limited. Therefore, the immediate task is to increase this funding to fully and promptly meet all development requirements.
