The case of 4 people dying from electric shock in Nghe An: Construction unit started construction without permission

4 people electrocuted to death: Provincial police are investigating the cause
(Baonghean.vn) - After the incident in which 7 people were electrocuted, causing 4 deaths in Quy Hop, Nghe An Provincial Police are actively investigating and clarifying the cause of the incident.
On the morning of June 29, Nghe An Newspaper reporters had a direct interview with Mr. Hoang Van Luan - Director of Viettel Nghe An Branch (Military Industry - Telecommunications Group) about the work accident that killed 4 people in Ha Son commune (Quy Hop).

Mr. Hoang Van Luan said that after the incident, the investor coordinated with the authorities to investigate the cause of the incident. "The unit will strictly review and handle the individuals and units involved in accordance with the law," Mr. Luan affirmed.

It is known that the construction unit that caused the serious accident is Dong Dong Joint Stock Company, headquartered in Vinh City, Nghe An. Mr. Hoang Van Luan said that at the above pole line, Dong Dong Company arbitrarily started construction without receiving a start order from Viettel Nghe An Branch (investor - PV) and caused a serious incident.
After the accident occurred, the investor requested Dong Dong Joint Stock Company to stop all construction activities according to the contract and coordinate with Nghe An Provincial Police to resolve the incident.
During the discussion, Mr. Hoang Van Luan also admitted that the procedures for constructing the Viettel telecommunications cable line through Ha Son commune (Quy Hop) are in the process of being completed.
Regarding the contents related to the project, signed contract, construction unit capacity as well as project construction progress, Mr. Luan did not answer and said that the police agency is currently working so he will answer later.

Regarding the accident, Mr. Bang Hong Hien - Deputy Director of Nghe An Electricity Company said that the preliminary assessment of the electricity industry is that the initial cause was due to violation of the high voltage grid safety corridor. Meanwhile, the group of people erecting poles to pull Viettel telecommunication cables violated the grid safety distance.
“According to Decree 14/2014 of the Government on the safety corridor of high voltage power grid, for 35KV voltage, the safe distance is 3m from the outermost wire on each side. In fact, the location of the buried telecommunication pole is less than 3m and has violated the safety corridor of high voltage power grid,” said Mr. Hien.
Nghe An Electricity representative also confirmed that the electricity sector did not receive any notice from the construction unit or local authorities when constructing the above telecommunication cable line. “For large projects, the construction unit must sign a contract with the electricity sector to organize inspection, construction supervision and electrical safety instructions. But here, they did it on their own and left serious consequences,” said Mr. Hien.
Not only that, the accident in Ha Son commune showed serious violations of labor safety during construction. The people who directly erected the telecommunication poles were all local people, and had not been trained or instructed in knowledge and skills on labor safety measures. These people were also not provided with labor safety equipment during the work process.
The person who directly hired these people to work was Mr. Truong Minh Tuan, a cadastral officer of Ha Son commune.
At about 3:00 p.m. on June 26, a group of people in Ha Son commune were hired by a telecommunications company to erect a telecommunications pole for a cable line passing through Xuan Son village, Ha Son commune.
During construction, a concrete telecommunications pole unfortunately collided with a 35KV power line supplying electricity to a local company's factory. Electricity from this line hit a group of workers.
The accident killed four people on the spot, including: Mr. Truong Minh Tuan (34 years old, a land officer of Ha Son commune); Mr. Bui Van Ty (41 years old), Mr. Truong Van Toan (37 years old) and Mr. Truong Van Quan (32 years old), all residing in Xiem hamlet, Ha Son commune. The victims were all electrocuted, their clothes and legs burned.
