Bribery case at the Registry Department under the Central Steering Committee's monitoring

On the morning of January 12, General Secretary Nguyen Phu Trong, Head of the Steering Committee, chaired the 23rd meeting of the Central Steering Committee on preventing and combating corruption and negativity.

At the meeting, through discussion, the Steering Committee agreed that in 2022, the work of preventing and combating corruption and negativity (PCTNTC) will continue to be promoted, with new, drastic, synchronous, comprehensive and more effective steps; linking PCTNTC with personnel work, strictly handling violations, dismissals and resignations according to regulations of the Party and State, leaving a good impression, further strengthening people's trust.

Disciplined 47 officials under the management of the Politburo and Secretariat

In 2022, 539 party members were disciplined for corruption and intentional violations. The Central Executive Committee, the Politburo, the Secretariat, and the Central Inspection Commission disciplined 47 officials under the management of the Politburo and Secretariat (an increase of 15 cases compared to the previous year).

Removing 5 officials from the position of Central Party Committee member (13th term); removing 2 Deputy Prime Ministers, 3 Deputy Ministers and equivalent, and Chairman of Vietnam National Coal - Mineral Industries Group from their positions.

Localities have dismissed and removed three Chairmen of the People's Council and Chairman of the Provincial People's Committee according to the policy of arranging and assigning work to disciplined officials whose reputation has declined.

The Inspection and Auditing sector has strengthened inspection and audit of areas prone to corruption, negativity, and prominent and urgent issues; focused on inspecting and auditing topics and cases under the direction of the Steering Committee. Through inspection and audit, recommendations have been made to handle finances, recover 82,560 billion VND and 883 hectares of land; and recommended administrative handling of 3,530 groups and 8,619 individuals.

Ministries, branches and localities continued to effectively implement the coordination mechanism in detecting and handling corruption and negativity through inspection, supervision, audit, investigation, prosecution, trial and execution of judgments; 557 cases with signs of crime were transferred to the investigation agency for consideration and handling in accordance with the law (more than double that of 2021).

Anti-corruption work in anti-corruption agencies has been focused on and strengthened; during the year, over 200 officials and civil servants of these agencies were disciplined for violations related to corruption and negativity, of which 74 cases were transferred to criminal prosecution.

The Steering Committee has directed to continue to promote investigation, prosecution and trial work; detect and handle many particularly serious cases, occurring both inside and outside the State sector, creating an important breakthrough in the fight against corruption and negativity.

Many defendants were prosecuted, including high-ranking officials, both incumbent and retired, and general officers in the armed forces, including 17 officials under the management of the Politburo and the Secretariat. In particular, the investigation, prosecution, and trial of the case at AIC Company and Dong Nai General Hospital were promptly concluded, even when the first defendant and a number of accomplices had fled, demonstrating the strictness of the law, which was highly appreciated and agreed upon by public opinion and the people.

The recovery of corrupt and negative assets has achieved many results. The prosecution agencies have temporarily detained, seized, and frozen accounts worth over VND 364,000 billion (an increase of more than 10 times compared to 2021); the civil enforcement agency has recovered VND 27,400 billion (a three-fold increase compared to 2021).

Many provincial Steering Committees have been operating effectively; anti-corruption work at the local and grassroots levels has seen remarkable changes. In 2022, localities across the country discovered and prosecuted 453 corruption cases (1.5 times higher than in 2021).

Many localities have initiated major corruption and negative cases involving officials under the management of the Provincial and Municipal Party Committees, including members of the Provincial and Municipal Party Committees; and Vice Chairmen of the Provincial People's Committees. Regarding the case at Viet A Company, up to now, 24 localities have initiated 27 cases/68 defendants.

Complete investigation, prosecution and trial of 10 key cases

In 2023, the Steering Committee requested Party committees, Party organizations, and functional agencies to focus on directing the completion of investigations into 12 cases, the completion of verification and handling of 12 cases; the prosecution of 17 cases; the first-instance trial of 21 cases, and the appeal trial of 3 cases.

In particular, focusing on speeding up progress, completing investigation, prosecution, and first-instance trial of 10 key cases according to the Steering Committee's plan, including:

The case occurred at Viet A Technology Joint Stock Company, Hai Duong Province Center for Disease Control (CDC) and related agencies, units and localities.

The case occurred at the Military Medical Academy of the Ministry of National Defense (related to cooperation in research and production of Covid-19 test kits with Viet A Company).

The case occurred at the Consular Department, Ministry of Foreign Affairs and a number of related agencies, units and localities.

The case occurred at FLC Group Joint Stock Company, BOS Securities Company, Faros Construction Joint Stock Company and related companies.

The case occurred at Tan Hoang Minh Hotel Service Trading Company Limited.

The case occurred at Van Thinh Phat Group Joint Stock Company, An Dong Investment Group Joint Stock Company and related organizations and units.

The case occurred at the Department of Health of Quang Ninh province, AIC Company and related units.

The case occurred at Tan Viet Phat 2 commercial, service and residential area project, Phu Hai ward, Phan Thiet city, Binh Thuan province.

The case occurred at the Da Nang - Quang Ngai Expressway Project (Phase II).

The case occurred in Hamlet 5, Chau Phu An Ward, Chau Doc City, An Giang Province.

Also at the meeting, the Steering Committee agreed to end the direction of handling 9 cases, 2 cases under the supervision and direction of the Steering Committee because the settlement has been completed according to the provisions of law. The Steering Committee added the case“Giving bribes; Receiving bribes; Brokering bribes; Forgery in work” occurred at the Vietnam Register and some Registration Centers.into the Steering Committee for monitoring and direction.
